At present,innovation activities in governance are being carried out all over the world,and many successful experiences have emerged.Q Town,G County,creatively adopted the measures of "mountain and bay joint prevention" and "ten households joint prevention" during the epidemic prevention and control period.The joint prevention and control measures have achieved good results in the fight against the novel coronavirus,and solved the problems of insufficient manpower and too large epidemic prevention units in the rural epidemic prevention process.After Q town’s joint prevention measures were approved by the county government,G County decided to implement them county-wide.And the implementation of the policy is promoted by issuing guidance documents,but there are no implementation rules in the guidance documents,and it needs to be implemented after J town develops its own policy plan.J Town quickly formulated the policy text with clear objectives,detailed plans and clear responsibilities,but in the process of implementation,there were still idle phenomena such as the policy not being implemented and not being implemented as required.Therefore,field research and analysis were carried out on this phenomenon,in order to solve the following problems through analysis: why is the policy still not implemented and not implemented as required in J Town even though there is clear policy input and guidance? And what measures can be adopted to prevent and correct the self-determined policy into idling?.By using Smith’s policy implementation model,an analysis framework for the whole implementation process of J town’s self-defined policies is established.And a more comprehensive analysis of the relevant factors,including the following four elements,that is,the ideal policy of supporting resources and policy standards;The implementation agencies are mainly township governments,including the related business offices and the village committees,and the implementation will and ability are analyzed.The target group involves the feature length closest to the masses and the masses closely related to the policies.Environmental factors involve the implementation of the system,social environment and so on.Finally,it is found that there are some problems in idealized policies,such as lack of supporting resources and excessively high policy standards,low willingness and lack of ability in the implementation agencies,lack of length and indifference in the target groups,and lack of constraints,incentive imbalance and participation atmosphere in the environmental factors.Therefore,it can be concluded that the implementation process of self-determined policies is not as smooth as previously recognized,and there is also the risk of idling.Design defects,willingness and ability of implementation,absence of target groups and poor environment are the important reasons that lead to idling of self-defined policies.The important way to prevent and correct idling is to optimize the policy implementation system.In general,it is to "retrieve" the missing elements in the implementation system,and "turn around" the elements that do not play a role due to various reasons.It includes improving policy design,enhancing the willingness to implement,enhancing the recognition degree of target groups and optimizing the environment for policy implementation.
