| "Shadow education" is a kind of non-traditional and targeted supplementary education,which has a far-reaching impact on the fairness and quality of education,and needs scientific guidance and systematic standardization as soon as possible.In recent years,the Chinese government attaches great importance to the sound development of the "shadow education" market,and has issued a series of regulatory policies from the top-level design level.In June 2021,with the approval of the Central editorial Committee,the Ministry of Education established the Department of Supervision of out-of-School Education and training,which initiated the comprehensive supervision of out-of-school education and training institutions.In July,the General Office of the CPC Central Committee and the General Office of the State Council issued the opinions on further reducing the burden of homework and out-of-school training of students in compulsory education,requiring strict management and comprehensively standardizing the behavior of out-of-school training.Hit a set of policy combination punches.However,due to the mechanical implementation of superior policies by local governments,not only does not standardize the operating mechanism of out-of-school education and training institutions,on the contrary,it leads to more potential risks in the "shadow education" market,such as unlicensed operation,high cost,mixed fish and dragon,lack of supervision and so on.How to refine the government supervision policy of "shadow education" and ensure the interests of the public has become an important issue to regulate market development and promote educational equity.Therefore,based on the theory of information asymmetry and government regulation,this study summarizes the characteristics of government supervision of "shadow education" in primary and secondary schools in Shanghai,which are the diversification of supervision subjects,the enrichment of supervision frequency and the hierarchy of supervision regulations.Taking H District of Shanghai as an example,this paper discusses the current situation of government supervision of "shadow education" in primary and secondary schools in Shanghai,and puts forward the existing problems,including strong market secrecy,poor coordination of subjects,single supervision means and complex supervision environment.On this basis,this study further analyzes the causes of the problems in the government supervision of "shadow education" in primary and secondary schools in Shanghai,and puts forward some countermeasures and suggestions from the aspects of perfecting government regulation,enhancing supervision ability,perfecting supervision process and so on. |
