| The implementation of the "double reduction" policy is an inevitable requirement for the implementation of the Party’s educational policy and the fundamental task of building morality and cultivating people.It is also a major national and party plan and a major event to promote the all-round development and healthy growth of students.In July 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Further Reducing the Student’s Work Burden and the Off campus Training Burden at the Compulsory Education Stage,which determined that in national education,it is necessary to effectively reduce the overweight work burden and the on campus and off campus training burden of primary and secondary students at the development stage of compulsory education.Subsequently,32 supporting documents were issued intensively to provide policy supply and operational guidance in a timely manner,The "1+N" policy system has been basically established.Governments at all levels regard it as a major political task and a major livelihood project,adhere to systematic thinking and problem orientation,make overall plans both on campus and off campus,effectively improve the school’s education level,continue to standardize the school running behavior of off campus training,and all relevant departments work together to solve the problems encountered in the management of basic education,and promote the "double reduction" work to be carried out in a solid way.This paper takes the basic education management of Dalian City as the object.First,based on the current cutting-edge public management theory and modern education theory,using the literature research method,this paper classifies,understands and elaborates the concepts and documents related to public service,"double reduction" policy,and basic education management.Secondly,the implementation of the "double reduction" policy in Dalian was thoroughly investigated through interviews and questionnaires.Based on the development process of basic education in Dalian and the opportunities and challenges brought by the "double reduction" policy,the problems in the management of basic education in Dalian were summarized,summarized and analyzed from five aspects:government management,after-school supervision,after-school service,homework management,and the understanding of the "double reduction" by families,schools and communities.Finally,based on the analysis and reference of the advanced experience of the developed cities in the basic education management under the "double reduction" policy,this paper puts forward practical countermeasures and suggestions to promote the development of Dalian’s basic education management under the "double reduction" policy from five aspects:the main responsibility of the government,the governance and supervision of after-school training institutions,after-school service management,homework management,and building a good education ecology for families,schools and communities. |
