Research On Government Supervision Mechanism In PPP Projects Of Public Sports Facilities

In order to solve the contradiction between the people’s growing demand for cultural leisure and sports fitness and the lack of public sports facilities,the Chinese government has increased its efforts to introduce PPP mode into the construction of public projects.However,due to the long construction period,large investment and many departments involved in the PPP project,its risks are also large.The exploration of the construction of the government supervision mechanism in the PPP project has effectively promoted the development of government enterprise cooperation under the PPP mode,coordinated the relationship between government capital and social capital,promoted the process of the reform of China’s public project management system,and accelerated the process of the PPP project;Strengthen the government’s regulatory function in PPP projects,help China’s public project management system reform,and improve the efficiency of public sports facilities construction.By using the methods of literature review,case analysis and comparative research,this paper deeply analyzes the case of the PPP project of S County Olympic Sports Center,so as to accurately grasp the problems exposed by the government of S County in the supervision of the PPP project of S County Olympic Sports Center,This paper attempts to build a set of government supervision mechanism for PPP projects of public sports facilities in line with China’s actual situation,and puts forward practical countermeasures and suggestions for the supervision of PPP projects of urban public sports facilities.This paper finds that the government should build a complete set of legal protection mechanism,establish an independent supervision mechanism in the process of project implementation,pay attention to the construction of the whole process supervision mechanism,and establish a public participation and project evaluation mechanism.The construction of a sound PPP project evaluation mechanism can serve as an invisible deterrent and supervision to all participants,urge all departments to better perform their functions,and ensure the realization of public interests to the greatest extent.
