Research On The Government Function In The Opening Of Sports Facilities In Primary And Secondary Schools

In recent years,with the steady improvement of people's living standards,more and more people begin to pay attention to their own health and strengthen their physique through physical exercise.The report of the 19 th National Congress of the Communist Party of China pointed out that "we should extensively carry out nationwide fitness activities and accelerate the construction of a strong sports country." The national fitness has risen to the height of national strategy and become a healthy and civilized life style of all the people,which is highly related to the national health and well-off society in an all-round way.However,the contradiction between the growing demand for physical fitness of the people and the insufficient supply of social sports facilities is increasingly prominent.The school sports facilities account for a large part of the sports facilities in our country,and the allocation is relatively perfect and formal,which is urgently needed for the development of national fitness.However,many local primary and secondary school sports resources are idle.According to the data in the youth sports Blue Book-China Youth Sports Development Report(2015),Nearly 70% of schools keep the exercise masses out of the door,resulting in a great waste of sports facilities.In order to encourage the opening up of school sports facilities to solve the problem of social sports resources shortage,the state has issued various policies and regulations.In 2017,the Ministry of education and the General Administration of sport jointly issued school sports facilities to the society,which once again emphasized the importance of the opening up of school sports facilities.It is imperative to open school sports facilities to the outside world,but at present,many local governments have many problems in promoting the opening of primary and secondary school sports facilities,which need to be solved.This paper takes the government function as the research Angle,USES the public management theory such as new public service,public product,public service marketization,defines the government function in the opening of primary and secondary school sports facilities to the outside world,and points out that the government should better perform the public service function in the opening of primary and secondary school sports facilities to the outside world.Second,through questionnaire survey,interviews,field visits,access to information,such as way to understand the current of zhangjiagang city middle and primary school sports facilities open to the public in the functions of the government to exercise the status quo,and points out the problems in the operation of the government function in absence of planning functions,organization function offside,lack of coordination function,absence of control functions,the main reason is the lack of idea of public service,public service marketization degree is not high,the public service system is imperfect,supervision and evaluation mechanism has not been established.Finally,this paper combines the relevant theories of public management,and draws lessons from the advanced local practices at home and abroad,from the planning function to improve the quality of public service;Optimize organizational functions and give full play to the role of the market;Strengthen coordination function and improve public service mechanism;Complete control functions,to improve the public service efficiency,etc as the zhangjiagang city middle and primary school sports facilities open to the public in government functions optimization was put forward,and for other local governments to effectively promote the primary and secondary school sports facilities open to the public for reference,to relieve the contradictions of the national fitness sports facilities supply,in order to promote the national fitness cause,improve the physical quality and health level.
