Employment is the foundation of people’s livelihood,the 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of the Long-range Goals for 2035 put forward the strategy of giving priority to employment in order to improve people’s livelihood and well-being,and enhance the level of joint construction,co-governance and sharing.This is the third time in a row that China has set up a special chapter in the outline of the Five-Year Plan for economic and social development to deploy the "implementation of employment priority strategy",following the outline of the“12th Five-Year Plan”and the“13th Five-Year Plan”.At present,the pressure on China’s total employment is still relatively large,the structural contradictions are still prominent,and the implementation of the employment priority strategy is still facing many new challenges.As an important part of public employment service,public employment training plays a positive role in regulating the labor market and improving structural unemployment.In 2019,The General Office of the State Council issued the Action Plan for Vocational Skills Improvement(2019-2021),and local governments carried out various vocational skills training programs for urban and rural workers.The practical effects of these training are of great significance to the implementation of the employment priority strategy.In this study,the basic situation about the implementation of public employment training services was firstly obtained by surveying the Employment Service Administration of Chongzhou City,including the human resource demand,training policy environment,operation mechanism,assessment mechanism and service status of Chongzhou City.Secondly,the questionnaire survey,interview and other research methods were used to obtain the information on supply and demand,service quality,service satisfaction and other aspects of the Employment Bureau of Chongzhou City,employers,training institutions and trainees.Thirdly,the problems and causes of public employment training service in Chongzhou City were analyzed based on the perspective of collaborative governance theory,new public service theory and quasi-market theory.Finally,in view of the existing problems and causes,strategies and suggestions to optimize the public employment service in Chongzhou City are put forward,including reasonable capital investment,the establishment of an efficient supply and demand management system,the improvement of quasi-market operation mechanism,the improvement of the training management evaluation system and the rich publicity carrier.
