Research On The Path And Effectiveness Of Collaborative Governance Of Multiple Subjects In Urban Village Communitie

With the advancement of urbanization,residents and local governments gradually realize that the existence of villages in cities hinders the process of urbanization to a certain extent.Urban village governance began in the 1990 s and has gone through many stages,including the research of remediation scheme,the implementation of specific scheme and the evaluation of remediation effect.The remediation scheme has also changed from the initial demolition to governance.First of all,the significance of village governance in the city is that the appearance of the city will be greatly improved.At present,many villages in the city are in the middle of urban management,and there are health problems,public security problems and so on;Secondly,because there are many migrant people living in urban villages,the rent of urban villages is low,and the migrant low-income people can survive here.As one of the beneficiary groups of urban village governance,the cost of living is low,but the living experience is high.Studying the governance of villages in cities and putting forward appropriate improvement methods are conducive to maintaining social stability and promoting social harmony.In terms of theoretical combing,starting from the perspective of collaborative governance,which is widely used in the current urban village governance cases,and based on the collaborative governance theory,this paper combs the relevant theoretical research and application fields of collaborative governance at home and abroad,This paper analyzes and compares the Implementation Paths of three mature collaborative governance models(i.e.government "leading" collaborative governance model,Party building "core" collaborative governance model and grass-roots "leading" collaborative governance model),and then makes a case analysis combined with the collaborative governance process of block 146,D street,Y District,Shanghai.Under the multi interest game,the problem of how to fully mobilize the enthusiasm of residents and integrate and utilize social resources to transform villages in cities needs to be solved urgently.In the empirical analysis,the author obtained the questionnaire data through field visit and research,explored the influencing factors of residents’ satisfaction with streets and communities in the process of collaborative governance of urban villages,and put forward targeted feasible optimization suggestions according to the research results.Research shows that residents’ satisfaction with neighborhood offices and communities is not only related to residents’ own concern for community affairs,but also related to residents’ own endowment.Compared with other variables,neighborhood relations and participation in community work can be improved through the improvement of community service work,and then affect neighborhood office satisfaction and community satisfaction,that is,improving residents’ satisfaction mainly starts from these two aspects.Finally,this paper summarizes the common points of the multi-agent collaborative governance model of Germany,Japan and France,draws lessons from them,and finally puts forward optimization suggestions and improvement paths for China’s multi-agent collaborative governance model.Optimization suggestions mainly include three categories: subject rights and responsibilities,rules and regulations and residents’ participation.Subject rights and responsibilities start from the responsibilities undertaken by the government,provide a strong foundation for inter community communication and enhance legal and economic support;Suggestions on rules and regulations should start with the establishment of special institutions and the clarification of dispute resolution ways to improve the relevant policy system;The policy suggestions related to residents’ participation start with mobilizing the enthusiasm of the elderly and floating population to solve the participation enthusiasm of the two groups with the largest proportion of urban village communities.Taking the governance of urban villages as the foothold,this paper actively responds to and participates in building a social governance pattern of co construction,CO governance and sharing,enriches the theory and practice of collaborative governance,and provides reference and reference value for the collaborative governance model of urban villages.
