| In the face of the heavy task of reform,development and stability,and the test of governance,China urgently needs a qualified and capable talent team,and requires the majority of cadres to actively participate in the construction.Building a service-oriented government requires a higher government governance capability and level.The township government is the administrative organ that implements policies at the grass-roots level.Whether it can implement various national policies to the maximum extent is directly affected by the ability and quality of township civil servants.The author is very interested in the research on the ability and quality construction of township civil servants,and feels that it is valuable to continue the research,so he launched an in-depth study.Through investigating the basic situation of township civil servants,this paper studies the general situation of the capacity and quality construction of township civil servants in Dongtai County,analyzes the problems and causes of the capacity and quality construction of township civil servants in Dongtai County,and puts forward corresponding countermeasures and suggestions.We hope that through the research on the ability and quality construction of township civil servants,we can optimize the role of civil servants and achieve the effect of improving the level of government service.This paper mainly adopts the method of questionnaire survey,and makes a brief analysis of the results of the Questionnaire on the Status Quo of the Capacity and Quality Construction of Township Civil Servants in Dongtai County.The survey found that there are some problems in the capacity and quality construction of township civil servants in Dongtai County,such as single training content and form,poor training effect,unreasonable division of posts of township civil servants,flaws in the assessment system and supervision and management,and lack of career planning for township civil servants.After analyzing the reasons,the author puts forward improvement countermeasures from four aspects: training management,civil servant recruitment and distribution,performance appraisal and rewards and punishments,and career planning.By studying the ability and quality of township civil servants in Dongtai County,we can provide an objective and fair external environment for the improvement of township civil servants’ ability,so that they can pay attention to themselves and maximize their ability.It is hoped that the research on the ability and quality of township civil servants in Dongtai County can play a certain role in the construction of township civil servants in other regions,and enable township civil servants to enhance their skills,improve their quality,and better serve the people. |
