| With the speed of urbanization,the requirements of municipal facilities management in the city have increased.In order to further beautify the cityscape of the city and further improve the quality of life of the city residents,we should constantly improve the municipal infrastructure.For municipal facilities management,its level is mainly determined by the situation of human resources team.If the quality of talents engaged in municipal management is high,then the level of municipal facilities management is also high.In many types of public welfare institutions,municipal facilities management industry institutions have their own special characteristics.At present,the municipal industry public welfare institutions bear public services,to protect people’s livelihood and other major public functions,on the one hand,its strong professionalism,heavy workload;on the other hand,in the income level,grade title promotion and other aspects of insufficient protection,resulting in the intensification of the problem of brain drain.Any unit to achieve long-term development,the ultimate reliance on talent.And the core of strengthening the construction of the talent team should do a good job of "attracting,nurturing,and retaining" three aspects of work.In the long run,to strengthen the construction of the talent team of municipal institutions and solve the problem of brain drain is an objective need to promote the development of social and people’s livelihood,and it is also of great practical significance to promote the sustainable and stable development of the unit and the improvement of urban public services.This study takes X City Municipal Facilities Management Center as an example,focuses on its talent team construction work,and explores its background and significance as a selected topic.Firstly,through the empirical investigation,various methods such as literature research method and questionnaire survey method are used to study the construction of talent team in X City Municipal Facilities Management Center,and the research methods and technical lines used in the research process of the thesis are pointed out.Secondly,the concepts related to the construction of talent team and so on are defined,and the views of human capital theory,incentive demand theory,performance management theory of institutions,and the important discussion of Xi Jinping’s view of talent in the new era are screened out and the four theoretical views are elaborated separately,which are associated with the study of this thesis.Again,the basic situation of X municipal facilities management center is outlined,the existing practices of the center’s talent team construction are summarized and analyzed,the shortcomings are identified,and the problems and dilemmas in the talent team construction of X municipal facilities management center are analyzed in depth with the actual situation and questionnaire survey results,and then the necessity and urgency of municipal talent team construction are analyzed on this basis,and the innovative optimization of public municipal talent team Then,we analyze the necessity and urgency of the construction of municipal talents,and innovate and optimize the construction path of public municipal talents.Finally,based on the experience of some excellent cities in China,we propose five countermeasures and suggestions,including the innovation of talent concept,the introduction of talents,the coordination of innovative cultivation mechanism,the improvement of incentive mechanism,and the creation of a good working environment and atmosphere,in combination with the actual work of X municipal facilities management center. |
