| Since the comprehensive implementation of the reform of the national and local tax collection and management system,the tax system has accelerated the modernization of tax development,and the construction of talent teams is facing new challenges.A series of problems have emerged,including poor ideological stability of cadres,reduced number of leadership positions,and insufficient staffing.How to better optimize the construction of tax talent team,eliminate the concerns of tax personnel,and stimulate their enthusiasm and sense of responsibility is a major issue and challenge that tax authorities at all levels urgently need to explore.As a member of the tax system in A city,I have participated in institutional reform and accumulated valuable first-hand research materials in my daily work.In the research of this topic,I introduced the current situation,pointed out the existing problems,and analyzed the reasons.The fundamental purpose is to promote the improvement of the quality of talent team construction.I have put forward targeted and reasonable suggestions and developed an optimization plan.Firstly,this article defines the three main concepts of tax system,talent team,and talent team construction involved in the study,and elaborates in detail on the incentive theory and human resource management theory used in the study,providing a solid theoretical foundation for the optimization plan in the following text.And a detailed introduction was given to the tax system overview and talent team construction status of City A and City A.Secondly,research has found that the current tax system in City A places great emphasis on the construction of grassroots talent teams,mainly manifested in emphasizing the integration and optimization of cadre structure,emphasizing ideological,political,and organizational identity management,improving work effectiveness through supervision and assessment,strengthening training,and promoting the long-term development of talent teams.This article uses the method of questionnaire survey to analyze the current situation of talent team construction in the tax system of A city,and summarizes the problems in the construction of tax talent team in A city,such as insufficient enthusiasm of cadres themselves,inadequate allocation of human resources,failure of performance management to play a motivating role,and unsatisfactory training effects.Once again,the ideas and overall structure of the optimization plan for the construction of A city’s tax system talent team were explored,providing a basis for formulating the optimization plan for the construction of A city’s tax system human resources team.It is believed that the detailed design of the plan should be carried out from five aspects: optimizing the cadre structure,standardizing education and training,improving mechanism construction,optimizing incentive methods,and talent strategic planning.Finally,from three aspects: strengthening organizational support,improving work environment,and strengthening publicity work,propose guarantee measures for the implementation of the optimization plan for the talent team construction in the tax system of A city.The implementation of the above measures will promote the construction of A city’s tax system talent team to enter a high-quality development fast lane. |
