Research On The Problems And Countermeasures In The Operation Of Q City County Public Library

County-level public libraries are the largest number and most widely distributed grassroots units in the public library system.They are the infrastructure of basic public cultural services in the county,and play a key role in the public cultural facilities grid.County-level public libraries not only shoulder the heavy burden of disseminating local excellent culture and carrying out social education,but also bear the main responsibility of improving the level of basic public cultural services in the county.The report of the 20 th National Congress of the Communist Party of China clearly pointed out that the national cultural digitization strategy should be equipped and the construction of the public cultural service system should be improved to meet the growing spiritual and cultural needs of people.Therefore,promoting the optimal development of county-level public libraries is not only an important strategic task for the country to promote the construction of public libraries,but also an inevitable requirement to promote the social and cultural revitalization at the grassroots level.China’s county-level public libraries have made great achievements in implementing national macro policies,laws and regulations and library functions.In Q city where the author is located,the county-level public library is fully equipped and in line with the national standardization construction.However,there are still many problems in the development and operation of the county-level public library in Q city.Based on this,this article takes the county-level public library of Q city as the research object,and takes the new public service theory and the theory of public goods as the theoretical basis.Through in-depth interviews and questionnaires of county-level public library directors,service personnel and surrounding residents’ readers,this paper understands the operation status of county-level public libraries.Achievements,and analyze the problems existing in the number of daily readers in the library,the ability of service personnel,the utilization rate of books and materials,and the area of the library.The main reasons for its problems are:the more traditional e-service mode of the library,the imperfect construction of the library talent team,the mismatch between library materials and the reading needs of residents,insufficient government support for libraries,and insufficient cultivation of library readership.Therefore,it is proposed to innovate various e-services of libraries,improve the construction of library talents,be guided by the reading needs of local residents,strengthen government support for libraries,and cultivate a wider library readership,so as to improve the quality of cultural services in county-level public libraries and improve the level of modern public cultural services.
