| As socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved into one between unbalanced and inadequate development and the people’s ever-growing needs for a better life,General Secretary Xi Jinping said in his report to the 19 th National Congress of the Communist Party of China.In order to better meet the growing cultural needs of the people,it is the only way to vigorously improve the development quality and efficiency of public cultural services.As an important carrier of national public cultural services,grass-roots libraries shoulder the responsibility of meeting everyone’s participation in culture and everyone’s enjoyment of culture.Therefore,it is of great significance to analyze the problems existing in the provision of public cultural services by grass-roots libraries and study the countermeasures for grass-roots libraries to improve the ability of public cultural services.In the list of the sixth national evaluation and grading of public libraries above the county level published by the Ministry of culture and tourism,32 public libraries in Fujian Province were rated as class I libraries and 27 public libraries were rated as class II libraries.As one of the top ten counties in the province,L county is only rated as a second-class library.The development speed of the public library in L County lags behind the social and economic development speed and does not keep up with the new requirements put forward by the times for the library.Using the methods of typical investigation and case empirical research,this study conducted field visits and research interviews with L County Library,understood the current situation of L County Library,collected data,analyzed the situation of L County Library Providing public cultural services in Fuzhou,and affirmed the achievements of L County Library in providing public cultural services.While making achievements,there are also some problems,such as backward information services,"Internet +" construction quality is poor,service coverage is small,service supply efficiency is low,and service is uneven.These problems restrict the development of L County Library.Behind these problems,there are institutional,policy,economic and social reasons.This study analyzes the reasons and puts forward five countermeasures: the first is to improve the modern governance system of grass-roots libraries providing public cultural services;The second is to promote the integration of public cultural services in urban and rural public libraries;The third is to promote the supply side structural reform of public cultural services provided by grass-roots libraries;The fourth is to strengthen the construction of talent team in grass-roots libraries and standardize the performance evaluation mechanism;The fifth is to promote the high-quality development of public cultural services provided by grass-roots libraries.The problems of L County Library do not necessarily exist in every grass-roots library,but they are universal.I hope that through this research,we can further improve the public cultural service level of grass-roots libraries. |
