Research On The Optimization Of Fuzhou Municipal Government’s Policy To Support The Development Of Retail Industry

Fuzhou has taken the lead in setting the strategic goal of establishing the New Retail Capital.Meanwhile,the various policies introduced by the government have been effective in many ways and have helped the development of the retail industry in Fuzhou.However,in general,there is still a gap between the level of retail development in Fuzhou and cities such as Beijing,Shanghai and Hangzhou,and it is not at the forefront of the country.In addition,the COVID-19 has had a large negative impact.Therefore,the government’s main task now is to provide further support so as to effectively enhance the level of retail development in the city.Based on the current situation and taking the relevant policies in Fuzhou as the subject,this study aims to identify the shortcomings in the policies and propose corresponding strategies through analyzing the policy texts and evaluating the actual effects,so as to enhance the development of the city’s retail industry.First,for the textual analysis of retail development policy,this study constructed 9primary indicators and 32 secondary indicators based on the PMC index model.The study found that the effective experience of Fuzhou is that the policies on retail development are operable,well-founded,well-targeted and encouraging innovation.The shortcomings are mainly focus on the ambiguous cognition of subject,lack oftime-sensitive,imperfection of supporting measures,and insufficient content of publicity and supervision.Second,this study also evaluates the implementation effects of policies related to retail development in Fuzhou based on Frank Fischer’s public policy evaluation theory.The study has the following main findings.For project validation,the objectives of the policy related to retail development in Fuzhou have been achieved,but there is still some room for the total retail sales of consumer goods to rise.For scenario confirmation,the policy has solved the problem of retail development to some extent.But there is still a need to strengthen the balance of retail development and the stability of chain convenience store development in all regions of Fuzhou,as well as to further increase the number of leading companies.In terms of social argumentation,the social value benefits and social evaluation of the retail development policy are discussed.However,the assessment result of the satisfaction questionnaire shows a medium level.Therefore,there is a need to further reduce taxes and fees,provide further financial support,further assist in talent development,and enhance infrastructure services and strengthen the efforts of publicity and implementation.For social choice,the retail development policy is conducive to accelerating the construction of an olive-shaped social structure and is increasingly conducive to promoting employment and safeguarding people’s livelihood.Finally,combining the results of the textual analysis of the policy and the evaluation of the implementation effect,it is proposed that the Fuzhou government should adopt optimization strategies in three aspects,including raising the scientificity of retail development policy,improving the execution mechanism of policies and enhancing the support of policies.
