Taking care of children under the age of 3 service is a public welfare and public service,which is an important public service content related to the development of infants,families,society and the country.The report of the 19th National Congress of the Communist Party of China emphasizes that "access to childcare" is an important part of national development and improvement of people’s livelihood.With the promulgation and implementation of China’s "the universal two-child policy",the birth rate has not increased significantly.The main reason is that the supply of infant care institutions is uneven,resulting in "lack of childcare".Facing the trend of aging population and the continue low birthrate,five years later,"threechild-policy "published.By the increasing demand for family childcare services,the current care institutions is not at the same level.Therefore,it is imperative to build a childcare service system in line with the national conditions,implement the principle of" access to childcare" and provide accurate services.By interviewing teachers and staffs of four middle schools in Shantou,this study aims to understand the current situation of supply and demand of childcare in Shantou,which is mainly market-oriented,and the other collaborative supply from the government and the community is shortage.The main difficulties are as follows:the policy of childcare is not perfect,responsibility distribution of organization and supervision department is uncertain,safety and health care standard is not clear,special fund for childcare service is lack,and the team construction of nurseries professionals is not perfect.By comparing the cases of foreign and domestic,this paper aims to find the experience of collaborative supply of childcare.With the analysis of the actual situation of Shantou’s localized childcare service comes out the follows:the government should take the lead to strengthen and improve the service system of childcare,integrate market and community resources,promote family protection.Based on collaborative governance theory,public goods theory and welfare pluralism theory,discussing about governance subject synergy,governance means synergy,governance process synergy and governance mechanism synergy.Middle school is one of the subjects that provide the childcare service,Starting from the national macro policy to the micro middle school’s own conditions,according to the childcare policy and form a benign interaction with other governance subjects,establish a considerate childcare service system,strengthen the ability of childcare,and put forward collaborative supply strategies for the feasible path of establishing middle school affiliated nursery institutions. |
