Research On The Dilemma And Countermeasures Of 0-3 Years Old Infant Care Service

With the increasing aging trend in China,the childbearing intention of young people of appropriate age has declined instead of rising.The country implemented the "universal three-child" policy in 2021,but the birth population has not shown a steady growth effect.According to the investigation,the main reasons are the increase of raising costs,the difficulty of infant care and the difficulty of mothers balancing family and work after childbirth,among which "no one to take care of children" accounts for more than 50%,and childcare services are an important way to solve the above problems.The main research content of this paper is to analyze the difficulties facing the development of childcare services in Y City,dig deep behind the reasons and propose solutions.The research on Y City’s childcare service is not only conducive to enriching the relevant research theories of childcare service in China,but also conducive to promoting the development of Y City’s childcare service and providing important support for the construction of a healthy and sustainable childcare service system.Through literature search,we have mastered the research progress of childcare services at home and abroad,and understood the latest research trends at home and abroad.Questionnaire survey and interview were used to master the actual situation of the development of childcare services in Y City and families’ demands for childcare services.The investigation and analysis found that Y City faced many difficulties in the development of childcare services.It mainly includes the unbalanced development of inclusive and for-profit childcare services,the large development deviation between public and private childcare services,the great contrast between spare childcare places and strong social demand,the gap between the implementation of qualifications of childcare practitioners and personal growth and progress,and the quality and efficiency of collaborative work between government departments is still not high.After research and analysis,The problems existing in the development of childcare service in Y City are mainly attributed to the imperfect policies and regulations of the0-3 year old infant care service,the incomplete implementation of the development plan of 0-3 year old infant care service,the lack of timely and comprehensive information disclosure of 0-3 year old infant care service construction,the asynchronous design of related disciplines and the construction of continuing education for 0-3 year old infant care service,and the infants and toddlers at 0-3 years old The service guarantee mode and positioning of the responsibility department of childcare service are unclear.After studying relevant policies,combined with domestic and foreign research results,proposed to improve 0-3 years old infant care service policies and regulations,to build a scientific and perfect top-level design;Give full play to the government’s role in providing services throughout the whole process to ensure the rapid development of childcare services for infants aged 0-3;Actively exert the functions of the government to update dynamically the evolution of the supply and demand of childcare services for infants aged 0-3 years;To construct a scientific and reasonable personnel training system to lay a human resource foundation for the scientific and sustainable development of nursing service;To optimize the efficient cooperative working mechanism of multiple departments,and ensure the stable development of childcare services for infants aged 0-3,and other five solutions,effectively promote the scientific and healthy development of childcare services in Y City.
