| 2020 as a decisive year in the fight against poverty,the first year of the 14 th FiveYear Plan,and a crucial year for the smooth transition from poverty alleviation to rural revitalization.Establishing a long-term mechanism to consolidate and extend the experience and practices gained in the task of eradicating absolute poverty is an objective need for households and areas out of poverty to improve their capacity for sustainable development at a new starting point,a strong support for consolidating and exploring the path of rural revitalization,and a solid foundation for wining the high-quality battle against poverty and addressing relative poverty.It is found that Lankao County is still in the exploration and practice stage of building up and developing the capacity demonstrated in the eradication of absolute poverty.There are some problems,including the implementation of policies to stabilize the achievements of poverty alleviation is not strong enough and policies are not fully implemented,rural industry lack of sustainable development ability,insufficient endogenous driving force for poverty alleviation,the task of consolidating the effectiveness of basic public services in poverty reduction is onerous.From these key problems,the reasons are mainly unclear policies for the effect of stabilizing poverty alleviation in this stage,the stability and sustainability of income increase of poverty-stricken households cannot be guaranteed,the serious homogeneity of rural industrial development,the lack of endogenous development momentum in the consolidation and promotion stage after poverty alleviation,and the insufficient supply of basic public services in rural areas,which have brought impact on the achievements of poverty alleviation.After clarifying several aspects of development difficulties faced by Lankao County in the consolidation and expansion of poverty alleviation,it sticks to the problemoriented approach and builds a long-term mechanism to promote the consolidation and expansion of poverty alleviation achievements from five aspects according to the problems exposed in practice.From the perspective of early warning and assistance mechanisms,it is necessary to make efforts to establish and improve the rapid detection and protection of the poverty-stricken population;From the perspective of sustainable income increase development mechanism,it is necessary to innovate the benefit linkage mechanism on the basis of industrial upgrading to ensure long-term stable poverty alleviation and prosperity.From the perspective of stimulating development motive mechanism,it is necessary not only to stimulate internal motive force,but also to promote external motive force.From the perspective of the transition mechanism from poverty alleviation to rural revitalization,the existing working ideas and corresponding policies of Lankao County should be implemented stably to promote rural revitalization.From the perspective of the evaluation and assessment mechanism for consolidating the achievements of poverty alleviation,it is necessary to fully guarantee the three major implementation of the achievements of stable poverty alleviation,the implementation of responsibilities is firm and strong,the implementation of policies is rooted,and the implementation of work is due diligence,and further consolidate and expand the achievements of poverty alleviation. |
