Research On The Implementation Dilemma And Optimization Path Of The "Three-Community" Mechanism In The New Era

At present,with the development of social economy,China has entered a new stage of development,social structure has changed,social mobility has accelerated,community governance has shown the characteristics of spatial expansion,diversification of subjects and diversification of needs,and the difficulty and mode of governance have become more and more complex.In addition,a large number of rural population are gathered in cities.As the most basic unit of government governance,urban communities bear a lot of social governance affairs.In view of the institutional drawbacks of traditional community construction and the shortcomings of the community in providing social services,the party made the strategic deployment of " innovative social governance mechanism " at the Third Plenary Session of the 18 the CPC Central Committee in 2013.Then the Ministry of Civil Affairs and the Ministry of Finance proposed to explore the establishment of a new social service governance mechanism based on the trinity of community,social organization and social work professionals,that is,the "three-community linkage" mechanism,so as to attract multiple subjects such as community,social organization,enterprise and individual citizens to participate in social governance and fully stimulate their governance vitality,so as to realize the positive interaction between government governance and social regulation and residents ’ autonomy.As one of the first pilot units of " innovative governance of urban and rural communities in Sichuan Province," D Street in Nanchong City is representative.As one of the first batch of pilot units of " innovative governance of urban and rural communities in Sichuan Province," D Street in Nanchong City is quite representative.This paper mainly investigates the current situation of the implementation of the " Three-community linkage " mechanism in D Street in Nanchong City.Firstly,through field investigation,the basic situation of the street is mastered,and the operation process,specific practice form and preliminary results of the " Three-community linkage " of D Street are studied in detail.Secondly,through the investigation,it is found that the " Three-community linkage " mechanism of D street is faced with the implementation dilemma of " Three-community linkage " mechanism in urban community governance,such as the system of "Three-community linkage " mechanism needs to be improved,the status of community autonomy has not been highlighted,the participation of social organizations is not high,and the professional ability of social work is weak.In order to deeply analyze the causes of the dilemma,and then analyze the causes of the implementation of the " Three-community linkage " mechanism in D Street,the existence of the " Three-community linkage " long-term mechanism has not yet been formed,the role of community autonomy under the logic of strong government governance is weakened,the lack of incubation and training of social organization ability,social work construction and development lag and other reasons,resulting in the " Three-community linkage " mechanism failed to play its due role;therefore,according to the causes of the dilemma,the corresponding optimization measures are put forward,through the system design of the " Three-community linkage " mechanism,empowering the grassroots to enhance the community autonomy ability,boosting the construction of the community social organization cultivation mechanism and improving the professional social work ability construction,so as to improve the " Three-community linkage " mechanism of D street.The ultimate goal is to explore a reference model for urban community governance through the "Three-community linkage " mechanism,and promote the " three social linkage " mechanism to achieve sustainable development.
