Practical Research On The Linkage Mechanism Of The Four Agencies In Qingdao

At the Third Plenary Session of the Eighteenth Central Committee of the Party,China proposed to change the government's functions from "all-round" government to "service-oriented" government,to innovate social governance mechanism,from "social management" to "social governance",to encourage support all aspects of society.And in this case,the "four-community linkage" mechanism was born,which mainly refers to a way in which the four parties of the community,social organizations,social workers,and community volunteers cooperate and coordinate with each other and participate in community governance.This article takes the New Public Management Theory,Social Governance Theory and Welfare Pluralism Theory as guidance,and takes the H Street Community Home Pension Project in Qingdao as an example to discuss in depth the basic operation mode of the "Four Social Linkages" mechanism in the process of participating in community governance.The community home pension project of H Street is to establish a cooperative relationship with a local social work organization through the government to purchase services to provide spiritual comfort for the elderly in dilemma participating in community home pension.The project used multiple entities to carry out joint operations to provide services for the elderly in the community.This article firstly understands the basic situation of community governance at home and abroad and the mechanism of "four cooperatives" through the literature review,which lays the foundation for the subsequent research;secondly,the basic situation and operation process of the project are detailed through the participation observation method and unstructured interview The description,and on this basis,portrayed the roles and linkages of the main bodies of the "four associations" mechanism,the dynamics and conflicts between them;finally,through the analysis and research of the case,I discovered the advantages and disadvantages of the "Four Social Linkages" mechanism in the operation process,and corresponding improvement measures were put forward to address the shortcomings,and the social work professional participation in the "four social linkage" mechanism was also reflected.Through this research,it is found that the "four-community linkage" mechanism as a new type of governance model has many advantages,such as mobilizing resources from all parties to participate in community governance,improving rigid service methods,and enhancing participation awareness.But at the same time,it is also faced with the problems of imperfect overall supporting measures,communitytrapped in administrative difficulties,imperfect development of social organizations,and lack of autonomy.A series of measures are urgently needed to solve,such as improving policies and regulations,clarifying community functions,and promoting organizational development,To enhance residents' awareness,etc.Through the research on the mechanism of "four cooperatives",this paper finds that the practice path of the community governance model can be broadened to a certain extent,which is helpful to the harmonious development of the community and provides a valuable reference for community governance in my country.
