| Community is the epitome of society,and community governance is an integral part of my country’s innovative social governance.Relevant documents issued by the civil affairs and finance departments mentioned the promotion of community governance,the acceleration of social work in the community,the improvement of community services,and the improvement of the "five-community linkage"(that is,the linkage of community,social work,social organizations,community volunteers,and social welfare and charitable resources)service mechanism.The report of the19 th National Congress of the Communist Party of China proposed to create a governance pattern of co-construction,co-governance and sharing,which provided good policy support for the integration of the "five social associations" governance model into the community.To this end,this study takes the CG community and community residents in Chengguan District as the research objects.Through field research and interviews,the community participation ability of the residents of the CG community in Chengguan District is statistically and analyzed,and the needs of the community residents are assessed.Working methods,in conjunction with social organizations,community volunteers from community neighborhood committees,social welfare and charity resources,and with the operation of the "Five Communities Linkage" project as the background,provide service activities for residents of the CG community in Chengguan District,build a public platform,and cultivate community backbone elites.A CG community consultation group was established;and guided by the theory of empowerment,it carried out group work,cultivated the ability of group members to participate,promoted the leading role among residents,improved residents’ ability to participate,realized community autonomy,and promoted the construction of a community governance system.This research is mainly divided into four parts,namely introduction,CG community related investigation and analysis,project implementation,and summary and reflection of this research.The first part introduces the basis and significance of the topic selection,research review,concept definition,research design and so on.The second part introduces the basic overview of the CG community,the analysis of the survey data,and the analysis of the reasons for the lack of residents’ ability to participate in community governance according to the survey results: the residents’ participation in community activities is not efficient;the content of the activities involved is single;the gains from participating in the activities are average.This research analyzes the reasons for the lack of participation ability from the community level and the individual level.The third part introduces the project background,project design,project implementation process and project evaluation of "Five Communities Linkage".The fourth part is the conclusion and reflection.With the support of national policies and the rise of the governance model of "five social associations",it has provided community residents with good opportunities and platforms to participate.Social organizations,communities,professional social work talent teams,community volunteers,and social welfare and charitable resources have been linked from the beginning,preliminary,comprehensive to continuous linkage,which is the gradual growth process of the "five social associations".However,in this process,the new model has the following shortcomings: the unbalanced development of social organizations,the scarcity of social work professionals,the large base of community residents,the incomplete coverage of social work services,the single level of community volunteer services,and the need to tap more Social welfare and charitable resources,it is necessary to further improve the community service mechanism,establish community party organizations and community neighborhood committees to take the lead,community residents and social organizations,community volunteers,social welfare and charitable resources,and social work talent teams.Effective communication,ensure the smooth development of services,expand Service coverage and enhance residents’ awareness and ability to participate. |
