Research On The Change Of College Employment Policy Since The Reform And Opening Up

The expansion of universities makes the number of college graduates in China increase year by year,and the problems such as insufficient job supply and structural contradictions in the job market become more prominent,which causes severe employment situation of college students,and gives some challenges to the job market.Employment is the foundation of people’s livelihood,and the employment of college students has always been a key issue of the state and society.For this reason,the government has formulated a series of employment policies to promote the employment of college graduates.These policies play an important role in ensuring the employment market,improving the number of employment,and promoting social stability.Since the reform and opening up,China’s social and economic environment has undergone great changes,and the employment policy of college students has been adjusted accordingly,experiencing a long evolution process.The analysis and study of the change process of college students ’employment policy is helpful to find out the characteristics of the formulation and implementation of college students’ employment policy in China,revealing the essence and power of policy change,promoting the further improvement of college students’ employment policy,so that it can play a better role in promoting employment.This study takes college students ’employment policy text since the reform and opening up as the research object,based on the theory of policy tools and discontinuous equilibrium theory,drawing lessons from the existing research experience,using mixed research methods which include literature measurement,content analysis,social network,analysing college students’ policy change in different stages quantitatively from the angle of external attributes and policy connotation,summarizing the evolution characteristics of college students’ employment policy,revealing the change power and essence.Besides,the study points out some problems in the process of policy change,such as the unbalanced structure of policy tools,insufficient coordination of policy subjects and lack of efficient policy evaluation mechanism.This study puts forward some suggestions on how to optimize the policy in the end,including paying attention to the pulling role of demand policy tools,improving the coordination of the use of supply and environmental tools;giving play to the coordination role of key subjects,clarifying the responsibilities of various subjects,strengthening the participation of marginal subjects;formulating policy evaluation standard,clarifying the employment policy evaluation subjects,Choosing appropriate policy evaluation indicators and methods,strengthening the feedback and application of evaluation results.
