With the increasing number of university graduates,the problem of "employment difficulty" is becoming more and more serious,and employment has become one of the most important livelihood problems at present.As the principal organ of public administration,the Government must address the employment problems of university students as a top priority and strive to make greater progress in employment.As the number of university students has risen sharply,competition in the job market has become increasingly fierce and the situation has become increasingly grim.At the same time,due to the profound adjustment of China’s population structure and economic structure,with industrial transformation and upgrading and technological progress,the supply and demand sides of the labor market have undergone major changes,which put forward higher requirements for the skill quality of workers.The phenomenon that the results of talent training in university and universities do not meet the needs of the labor market has further intensified,resulting in the coexistence of "employment difficulties" of university students and "recruitment difficulties" of enterprises,and the contradiction of structural employment has become prominent.The employment problem is even more difficult.Under the influence of the novel corona-virus pneumonia epidemic and the continuous downward trend of the world economy,we focus on the employment of university students,and think about how to promote the employment of university graduates has become the highest priority of government work.This paper takes the implementation of the employment promotion policy for university students in Guiyang as the research object,takes the Smith policy implementation process theoretical model as the guidance,combines the in-depth interview method and questionnaire survey method to analyze the current situation of the implementation of the employment promotion policy for university students in Guiyang,and understands the problems in the employment promotion policy for university students in Guiyang from the four dimensions of the policy itself,the executive agency,the executive target group and the executive environment.
