| Employment is the foundation of people’s livelihood and the source of wealth.The Chinese government attaches great importance to employment,and put job stabilization and employment at the top of the "six stability" and "six guarantees.With the popularization of higher education and the country’s vigorous development of vocational education,the number of enrollment and graduates of colleges and universities in Qinghai Province has increased year by year.This guarantees the employment of college graduates.The research on the implementation of college graduate employment policies has Important practical significance.Based on the relevant analysis of the employment policy text and implementation status of Qinghai Province,this paper uses questionnaire surveys,field surveys,interviews and research methods,using the Smith model as the basic model and other related models as auxiliary models,focusing on the policy texts in the implementation of Qinghai Province ’ s employment policy Research on the implementation of public employment policies in Qinghai Province from four aspects: Policy text,policy implementation subject,policy implementation targets,and policy implementation environment.Through research and analysis,there are many problems in the implementation of employment policies for college graduates in Qinghai Province.The policy text itself has problems such as the lack of integrity and relevance of the policy system,the need for further optimization of policy content,and the lack of evaluation of the effect of policy implementation;the main body of the policy implementation has insufficient employment policy human resources,insufficient policy publicity channels,insufficient publicity,and lack of publicity Issues such as the supervision of the employment policy implementation process;the policy implementation object has some graduates’ employment expectations that are out of national needs,and the graduates’ enthusiasm for self-employment is not high;the policy implementation environment has relatively weak legal awareness of the employment implementation object and ethnic minority students More problems and obsolete employment concepts.To further explore the reasons for the problems,including the lack of scientific and long-term planning in the formulation of the policy system,strict restrictions on the number of positions and allocations of government departments,incomplete supervision systems at the same level,and lack of supervision at the upper and lower levels.System,no policy implementation effect evaluation system,lack of attention to results,limited space for self-employment,lack of active learning of relevant laws and regulations for college graduates,and the awareness of employment policies and employment concepts are deeply affected by geographical and family concepts.According to the problems and reasons existing in the implementation of the employment policy,corresponding countermeasures and suggestions are further put forward.In terms of policy formulation,strengthen the top-level design of employment policies for college students,strengthen the predictability and planning of employment policies,and formulate feasible policy implementation documents;in terms of policy implementation subjects,clarify the responsibilities of various government departments,Scientifically allocate human resources to improve the professional work level of the team,the full use of the "bridge" role of universities and other suggestions;in terms of policy implementation objects,effectively improve students’ employment and innovation capabilities,guide students to establish a correct outlook on employment,and focus on improving students’ employability;,We must pay attention to the impact of environmental factors and promote the digital construction of employment work. |
