Study On The Optimization Of Township People’s Congress Work From The Perspective Of The Whole Process Of People’s Democracy

Since the 18 th National Congress of the CPC,a series of innovative achievements have been made in theory and practice of the system of people’s congresses,and historic achievements have been made in the work of the NPC.From the theoretical level,General Secretary Xi Jinping put forward the important thought of upholding and improving the system of people’s congresses,marking that our Party’s understanding of socialist democracy with Chinese characteristics has reached a new height and entered a new stage At the institutional level,the system of people’s congresses in the new era has been continuously improved and finalized,and the Party’s ability and level of governance have been continuously enhanced,fully demonstrating the institutional advantages of the people as masters of the country.In practice,under the leadership of the Party,people’s congresses and their deputies at all levels have performed their duties in accordance with the law and made new progress and achievements in all aspects of their work.However,in the course of the NPC’s work,there are still a series of problems,such as election work,supervision work,deputies work and other aspects,especially the grassroots people’s congresses work formalization and procedural problems are more prominent,and it still falls short of the whole process of people’s democracy that General Secretary Xi Jinping have emphasized.Based on this,this paper explores and studies the work of the People’s Congress of S Town in Sichuan Province.From the perspective of the whole process of people’s democracy,it analyzes the current situation,problems and optimization countermeasures of the work of the people’s Congress of S Town by using research methods such as literature research,case study and investigation.The research results of this paper show that the economic development level and democratization degree of S town are higher than those of other towns in Sichuan Province,and some achievements have been made in rural revitalization,precision poverty alleviation and ecological environment governance.The work of the people ’s Congress can be carried out in accordance with the provisions of the Constitution and the law.The specific performance is that the election work is stable and orderly,the consultation work gathers public opinion,the decision-making work promotes development,the management work works together,and the supervision work procedure is legal.In general,the level of standardization and institutionalization of the work of the people ’s Congress in S town is constantly improving in the process of practice.However,the work of the People ’s Congress in S Town has not fully reflected the people ’s ownership.At present,there are still some problems : the irregular electoral process affects the people ’s exercise of political rights,the inadequate performance of the representatives affects the full expression of the people ’s will,the inadequate selfconstruction affects the accurate positioning of the work of the People ’s Congress,the lack of democratic participation affects the people ’s awareness of democracy and the supervisory role.The reasons for the above problems are the lack of publicity of the electoral system,the lack of motivation for representatives to perform their duties,the lack of guarantee for self-construction,the lack of effectiveness of democratic participation,and the lack of intensity of angle work.Fundamentally speaking,the work of township people ’s congresses needs to adhere to the value guidance of people ’s democracy in the whole process,and actively explore the practical path of realizing people ’s ownership in the five links of democratic election,democratic consultation,democratic decision-making,democratic management and democratic supervision.Through the investigation and analysis of the work of the People’s Congress of S Town in Sichuan Province,the optimization countermeasures of the work of the Township People ’s Congress from the perspective of the whole process of people’s democracy can be considered from the following aspects,including the work of the Township People ’s Congress should reflect the will of the people,widely gather consensus,reflect the common will,strengthen the subject consciousness and enhance the effectiveness of supervision in five aspects,and constantly promote the work of the Township People ’s Congress to a new level.
