Problems And Countermeasures Existing In The Course Of Performing Their Duties By R Town People’s Congress Deputies

China’s supreme authority is a democratic political system with the "three represents" as the main body and the democratic system of "two represents" as the core.As the constituents of grassroots state power organs,township people’s Congress deputies are political spokespersons directly elected by the people.Its performance function situation,reflected the level of democracy construction at the grassroots level directly.However,we cannot deny that there are still many problems in performing their duties at the grassroots level.Under the new situation,how to improve the system of town and town people’s congresses and how to better display the performance of representatives of town and town people’s congresses is of great significance in promoting the construction of democracy at the grassroots level and showing the superiority of our system.In this paper,the 16th and 17th NPC deputies of R town are selected as the research objects,to discusses the problems and factors that the deputies of township people’s Congress are facing in performing their duties,and further discusses the measures and suggestions to improve the deputies of township people’s Congress in performing their duties.It provides useful reference for further improving the system of township people’s congresses and improving the performance efficiency of deputies of township people’s congresses.This paper first expounds the basic concepts and theoretical basis related to the performance of duties by people’s congress deputies.Secondly,the basic situation and current situation of the deputies to the R Town People’s Congress and the current situation of performing their duties were briefly introduced;Thirdly,it is pointed out that in the process of performing their duties,the deputies of R town have low enthusiasm for performing their duties,the exercise of their functions and powers are not in place,the quality of the proposals and suggestions are not high,and the deputies’activities are formal,and the reasons are analyzed from four aspects:individual factors,mechanism factors,guarantee factors and environmental factors.Finally,this paper puts forward four countermeasures and suggestions to improve the performance of duties of township deputies:First,to ensure access to deputies and optimize the structure of deputies.Second,to strengthen institutional construction and standardize the performance of deputies;Third,to improve the performance of duties to stimulate the vitality of deputies;Fourth,to provide extensive publicity and guidance to optimize the performance environment.
