| Digital economy is an important part of the modernization of the economic system.Since the 18 th National Congress of the Communist Party of China,the country has put forward a strategic plan to build a cyber power,a digital China and a smart society.With the promulgation of a series of digital economy related policies and measures,the policy framework of digital economy development of our country has gradually improved.The Party’s 20 National Congress pointed out that high-quality development is the primary task of comprehensively building a modern socialist country,the digital economy is an important engine for building a modern economic system,to cultivate new growth drivers through digitization,with new growth drivers to bring new development,sustainable development of the digital economy is of great significance to achieve China’s modernization goals.Based on the content and release form of digital economy policies at the national and provincial(autonomous region,municipality directly under the Central government)levels from 2017 to 2022,this thesis carries out a textual quantitative analysis.First of all,according to the release time,document subject,type of policy text,comprehensively applied literature research,comparative study and other methods to analyze the digital economy policy form of our country.Secondly,the policy content analysis framework is constructed from the two dimensions of policy tools and policy preferences,and NVivo12 software is used to analyze the digital economy policy content,find out the existing problems and analyze the deep-seated reasons.Results show that a digital economy policies in China the promulgation of the total rise for years,policy subject,tend to be diversified,however,post between the main body joint degree is not high,the defect of policy coordination;The application distribution of basic policy tools is uneven,which mainly shows that the policy tools of supply and environment are inclined and the demand is weak.The combination compatibility between policy tools and policy preferences is insufficient,and the application frequency of corresponding elements of some policy tools is zero,which does not fully play the function of policy tools.Based on the research results,this thesis puts forward the following policy suggestions:first,strengthen the contact between different policy subjects,build an open information sharing system,policy subjects can exchange information resources with each other,mutual benefit;The second is to enhance the standardization of digital economy policies.The subject of making policies should improve the structure of laws and regulations,standardize the implementation behavior of policies,strengthen the construction of legal system and the formulation of safety standards.Third,we will improve the mix of policy tools.Continue to maintain the use of supply-oriented policy tools,optimize the internal structure of demand-oriented policy tools appropriately,increase the intensity of government procurement and investment in environmental policy tools,etc. |
