Research On The Status Quo And Countermeasures Of Wuhai CPPCC’s Assistance In Urban Social Governance

Chinese path to modernization,At present,with the continuous improvement of the construction level of Chinese path to modernization,China’s national governance system is becoming more and more optimized,but the importance and urgency of promoting the modernization of municipal social governance is becoming increasingly urgent.Due to the significant role played by the People’s Political Consultative Conference(CPPCC)in the national governance system,the frequency of participation in municipal social governance activities by prefecture level CPPCC is increasing,and its role is becoming increasingly evident.In recent years,the Wuhai Municipal Committee of the Chinese People’s Political Consultative Conference has actively explored ways and means to assist in modern urban social governance.On the basis of fully leveraging its own functions,it has innovatively built grassroots consultation platforms,making positive contributions to promoting local economic and social development,ensuring and improving people’s livelihoods,and enhancing governance capabilities.However,there are still certain problems in terms of participation methods,self construction,application of achievements,and the work efficiency still needs to be enhanced in further.Therefore,studying the practical path of the Wuhai Municipal Political Consultative Conference in promoting the modernization of urban social governance has important theoretical and practical significance for further improving the working system and mechanism of the Wuhai Municipal Political Consultative Conference,strengthening the important role of consultative democracy in promoting urban social governance,and can also provide reference for exploration in other regions.This article,within the scope of public management discipline,comprehensively applies relevant theories,such as socialist consultative democracy theory and governance theory,and combines the overall requirements of the Party and the state for the People’s Political Consultative Conference and social governance in the new era.It elaborates on the relevant concepts and theoretical basis of local political consultative conferences participating in municipal social governance,sorts out and analyzes the necessity and unique advantages of local people’s political consultative conferences participating in municipal social governance,and on this basis,We conducted in-depth analysis and research on the practice of the participation of the Wuhai Municipal Committee of the Chinese People’s Political Consultative Conference in urban social governance through literature research,interview survey,and comparative research methods.The basic situation of the Wuhai Municipal Committee of the Chinese People’s Political Consultative Conference,the promotion of social governance in the city,and the main forms were summarized and introduced.It was pointed out that the participation in social governance in the city is not deep enough,the existing sectors are difficult to meet actual needs,the role of committee members is insufficient,the transformation of negotiation results is not enough,the level of social awareness and participation is not high.The shortcomings of current legal protection,unscientific sector structure,and weak consultation awareness of committee members were analyzed and summarized.The main reasons for the problems are the imperfect implementation mechanism of achievements and the lack of a negotiation culture.In view of the existing problems,on the basis of analyzing and drawing on the experience and practices of the CPPCC in Jinan,Luzhou,Yibin,Xuzhou and other places to promote the modernization of municipal social governance,this thesis puts forward the promotion path of Wuhai CPPCC’s participation in municipal social governance,mainly including: improving laws and regulations to ensure the institutionalization of CPPCC’s consultation democracy;Optimize the sector structure and highlight the mass representation of CPPCC members;Improve the working mechanism and enhance the initiative of CPPCC members in fulfilling their duties;Establish a collaborative system to strengthen the conversion rate of consultation results of the Chinese People’s Political Consultative Conference;Cultivate a negotiation culture and enhance the participation of multiple parties in negotiation.
