A Study On The Governance Ability’s Modernization Of Government At The Grass-roots Level

It is stated on the decision of Deepening the Reform of Some Major Issues in the Third Plenary Session of the Eighteenth Central Committee of the Party that the overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and to promote the modernization of state governance system and governance capability.The modernization of the governance ability of the grassroots government is an important component and logical starting point of the national governance system and the modernization of the governance capability.It is the inherent requirement of perfecting the social public service system and creating the service government.However,at the present time,the local grassroots government lacks the corresponding theoretical accumulation and practical experience for the modernization of its governance ability in the great environment of China’s comprehensive reform and deep-water areas as well as social transformation.This paper first clarifies the two related concepts of grassroots government governance and governance modernization,presents the several modes of grassroots governance in our country from the historical point of view,and concludes the three periods-feudal rule,since the founding of new China and the reform and opening up of grassroots governance system which respectively are "dominant","controlled" and "party-oriented".In addition,it puts forward the principle of the modernization of government governance,namely,people-oriented,rule of law,democratic participation and scientific system.Secondly,this paper analyzes the dilemma and its reasons of the grassroots government governance in China from the aspects of the conceptual problems,subjective and objective problems,and the problems of investment of the governance resources at the present stage.It also analyzes the governance structure and system of the outstanding areas in the US,Japan,Singapore and other developed countries as well as domestic grassroots governance,then summed up the advanced management experience of these countries and regions,including people-oriented,service-oriented,improved laws and regulations,multi-subject participation and support the third sector.On the basis of demonstrating the existing problems in the field of governance and the study of the countries and regions that are more developed in the grassroots governance,this paper put forwards several major aspects to achieve the governance capacity modernization of our grassroots government,summarize the research results and continue to do further research from the idea of ensuring the concept of modern governance,perfecting social security system and increasing social investment,establishing the evaluation system of modern governance supervision,improving the governance style and building an effective government,diversifying the resources and normalizing the allocation,improving the co-governance ability of both grassroots government and the multi-subject,and enhancing the soft power of the grass-roots government management.
