The improvement of grass-roots governance capacity is related to the realization of national capacity and the modernization of governance system.With the advancement of China’s comprehensive deepening reform and modernization process,it is found in dealing with the trivial public affairs of the grass-roots people that only relying on government management can not cover everything.How to give full play to the coordinating role of social organizations in grass-roots governance is the problem studied in this paper.Taking M town in Hunan Province as an example,using the theory of collaborative governance and new public services,using literature research,interview method,and analyzing specific cases of villages and towns,this paper studies and analyzes the participation practice,effects and practical difficulties of social organizations participating in M town governance.In this process,it is found that the role and effect of social organizations in grass-roots governance are limited.The reason is that M Town,as an economically underdeveloped area,does not pay attention to its subjective ideology,and objectively,the government,society and social organizations have their own shortcomings.Specifically,the government does not pay enough attention and support,the social environment is underdeveloped,the understanding of social organizations is insufficient,and the development level of the organization itself is limited.Based on the analysis of the problems,this paper believes that social organizations should not only improve their ideological understanding,but also jointly create a good participation environment. |
