| In recent years,with the rapid development of economy and society,S Town of T City in Taizhou City has made remarkable achievements in political,economic,cultural and social fields.But at the same time,with the profound reform of the economic system,social contradictions have become increasingly complex and acute,and the traditional social management model has been unable to meet the development requirements of modern society.How to change the traditional management mode and means and establish a new social governance mode is an important topic for the current economic and social development of S Town.The current mainstream of social governance is grid based social governance,which is an innovation and breakthrough of the traditional social governance model and an inevitable trend of social governance in the future.It has been more than four years since T City fully launched the construction of the city’s grid social governance mechanism and began to implement grid social governance in 2018.During this period,S Town has actively explored grid social governance.This paper takes S Town,T City,Taizhou City as the research object,and takes the new public service theory,seamless government theory and collaborative governance theory as the theoretical basis,using the method of literature research,questionnaire survey and comparative analysis.First of all,we will have a detailed understanding of the basic situation of S Town and the organizational structure,working mechanism and operation process of grid based social governance.Then,with the help of questionnaires,we will design two versions of questionnaires targeting grid members and residents respectively and issue them to master the real data and understand the overall situation of grid based social governance in S Town.Through investigation,it is learned that after more than four years of implementation and operation,the grid based social governance in S Town has achieved certain results,but there are still four problems in the specific operation process:the grid team is insufficient,the grid service is formalistic,the effective resultant force has not yet formed,and the utility of the information platform is low.On this basis,further explore the reasons for the above problems,including:weak team building,deviation in top-level promotion,lack of security measures,inadequate resource integration.Finally,in view of the above problems,through analysis and reference to the experience and practices of grid social governance in Zhuji City,Zhejiang Province,Dongcheng District,Beijing City,we propose countermeasures and suggestions to optimize grid social governance in S Town,T City,Taizhou City,including strengthening team building and improving grid service level;Optimize the top-level design and build a multi member governance system;Both strengthen the basic guarantee and improve the grid system mechanism;Fully integrate resources and improve the four aspects of grid platform construction,which will play a certain role in further developing grid social governance,improving the level of modern governance,and maintaining social stability and harmony in S Town,T City,Taizhou City,and also provide some reference for other towns to implement grid social governance. |
