The 2021 Central Rural Work Conference concluded that rural works in China entered into a new stage after a fruitful success in eliminating poverty.Rural works in the new stage should focus on further consolidating the success in poverty elimination,fully advancing rural revitalization,and making solid progress in urban-rural common prosperity.Rural revitalization,setting its foundation on effective governance,calls for strong collective actions as organizational safeguard: grid governance system is an innovation in rural social governance.Grid governance system is also a modern image of China’s country governance system and capability,closely aligned to the "Social governance system with Chinese characteristics" design from the 18 th Central Committee Conference.Combining literature review and empirical research,this paper assesses grid governance in Tongliao,Inner Mongolia,with a focus on regions with minorities.The paper first examined the history of grid governance developments in Tongliao and recognized its accomplishments during the process.Problems and their root causes are then analyzed from 4 perspectives: digitalization,work efficiency,work force development,and incentive design.Suggestions are lastly presented on advancing digitalization,optimizing service system,strengthening work force,and improving incentive design.Grid service and governance is an essential innovation in rural governance as it brings national governance system into practice in rural society.This paper focuses on the less researched minority regions and offers suggestions on related rural grid governance,in a hope to contribute to ongoing rural grid governance developments in other minority regions. |
