| Social digitization and population aging are two major processes of China ’s simultaneous development.With the continuous development and deep application of digital technology,the problem of silver digital divide has become increasingly prominent.From the perspective of social practice,the existing protection measures of digital rights and interests of the elderly in China are still not perfect.In order to help the elderly successfully cross the silver digital divide and promote the harmonious development of the digital society,this paper studies the protection limits of digital rights and interests of the elderly.Existing research focuses more on the protection means of digital rights and interests of the elderly,emphasizing the provision of tilt protection for the elderly.Existing research pays less attention to the tilt protection limits of digital rights and interests of the elderly.In order to solve the digital dilemma of the elderly,this paper constructs an analysis model for the protection limits of digital rights and interests of the elderly,and uses the existing experience of digital rights and interests protection of the elderly in China to verifie the application value of the analysis model.Then this paper uses the analysis model to summarize the existing problems and causes of digital rights and interests protection of the elderly,and finally puts forward the realistic positioning and promotion path of the protection limits of digital rights and interests of the elderly,in order to solve the digital dilemma of the elderly.In order to explore the influencing factors of the protection limits of digital rights and interests of the elderly,this paper conducts semi-structured interviews with 15 elderly people in Wuhan and uses Nvivo12 qualitative analysis software to analyze the interview data.Through the grounded theory,this paper has obtained three influencing factors: “subject value motivation” “subject ability scope” “subject action efficiency”,thus constructing the analysis model of the protection limits of digital rights and interests of the elderly.The subject value motivation includes government public interest demand,enterprise profit demand,social attitude,and digital attitude of the elderly.The subject ability scope includes the scope of government ability,the scope of enterprise ability,the scope of social ability and the scope of digital ability of the elderly.The subject action efficiency includes content reciprocity,content effectiveness,and content implementation order.The subject value motivation directly affects the participation degree of relevant subjects in digital rights and interests protection of the elderly.The subject ability scope directly affects the function of the relevant subjects in digital rights and interests protection of the elderly.The subject action efficiency directly affects the content of digital rights and interests protection that the elderly can obtain.The elderly in China are infringed on digital access,digital use and participation in digital public life.In response to this practical problem,China has taken measures to protect the digital rights and interests of the elderly,including introducing policies,promoting the aging transformation of digital technology,retaining traditional offline service methods,and carrying out digital skills education activities for the elderly.The research has found that the experience of digital rights and interests protection of the elderly in China includes:(1)Following the subject value motivation,so as to attract the participation of multiple subjects;(2)Using the subject ability,so as to give the elderly tilt protection;(3)Paying attention to the subject action efficiency,so as to respond to the digital needs of the elderly.The existing experience fits the concept of grounded theory analysis,and verifies the explanatory power of the analysis model of the protection limits of digital rights and interests of the elderly at the practical level.In the process of practice,there are problems in digital rights and interests protection of the elderly in China,including low participation of multiple subjects,insufficient tilt protection,and alienation of protection measures.These problems seriously restrict the protection effect.The reasons for these problems include the limitation of subject value motivation,the unclear definition of ability scope and the low efficiency of action.Under the goal orientation of giving the elderly reasonable and effective digital rights and interests protection,This paper uses the analysis model to set the realistic positioning of the protection limits of the digital rights and interests of the elderly in three aspects: the goal limit is to realize the equal digital rights and interests of the elderly,the object limit is to respect the digital life type of the elderly,and the means limit is to give the elderly a moderate tilt protection.In order to realize the realistic positioning of the protection limits of the digital rights and interests of the elderly,this paper starts from the three aspects of“subject value motivation-subject ability scope-subject action efficiency”,through putting forward the promotion paths of building a friendly digital society,improving the pattern of multi-subject collaborative governance and providing appropriate protection content. |
