| Under the layout of the Party Central Committee’s comprehensive rule of law,a new round of judicial reform has been gradually pushed forward.This round of judicial reform is rich in content,and one of the focuses is the management reform of court personnel classification,which has received widespread attention from the society.In 2015,the supreme law issued the opinions on comprehensively deepening the reform of the people’s Court--the fourth five year reform outline of the people’s Court(2014-2018),the outline calls for dividing the posts of internal workers within the people’s courts,the main goal is to target legal and political personnel,roughly divided into three categories: judicial administrative personnel,judicial auxiliary personnel,and post judges.As a kind of court personnel,Judicial administrative personnel is an important basis for the development of the judicial cause of the court,and lays an important foundation for their orderly development.We very much need a management organization composed of professionals to deal with the daily administrative affairs of the court,so as to ensure that judges have enough energy to focus on trials.However,the current reform of the judicial system makes post judges and judge assistants the "focus",but pays little attention to judicial administrative personnel,which makes some problems in the management of judicial administrative personnel not be paid attention to and solved,and at the same time,due to the lack of mature incentive mechanisms,the rights and interests of judicial administrative personnel are not guaranteed,and the overall situation is negative.In this context,to improve the incentive mechanism of the court administrative personnel.This study first combs the research literature related to the motivation of judicial administrators at home and abroad,and then introduces the concepts related to the motivation of judicial administrators and the theoretical principles that need to be applied.On this basis,it introduces the current situation of judicial administrators in L District of w City and relevant management and incentive measures,and designs an incentive questionnaire for judicial administrators in L District of W city.After mastering the satisfaction of judicial administrators in the court with various incentive measures and their evaluation of overall work enthusiasm,it conducts a one-to-one interview,It has mastered the problems existing in the judicial administrators of the court and analyzed the reasons for the problems.Finally,suggestions are put forward to effectively motivate judicial and administrative personnel of grass-roots courts by creating a good working environment,strengthening personal quality development and career planning,establishing an assessment mechanism that conforms to the characteristics of posts,and improving the promotion and incentive mechanism.Judicial administrative personnel are the key to the normal work of the court and play an important role.The incentive of judicial administrative personnel needs to be paid more attention to,and needs to be studied and improved by more experts and scholars.The purpose of the author is to provide suggestions for administrative personnel in the handling of management work deficiencies and incentive mechanism of the grass-roots courts in the process of judicial system reform in China through the research of this paper.More importantly,it can build an operant,replicable and popularized incentive model for judicial and administrative personnel of grass-roots courts with Chinese characteristics. |
