| With the rapid development of China’s economy and society since the reform and opening up,the people’s concept of the rule of law has continued to increase,and the judicial environment has undergone profound and drastic changes.The current judicial system cannot fully meet the needs of the rule of law in socialist countries.Problems have become increasingly prominent,and reform has become the general trend.In 2014,the Supreme Law promulgated the "Fourth Five-Year Reform Outline(2014-2018)",which clarified that judicial administrative personnel will be managed by separate positions.The reform of the judicial personnel classification management system has also entered a new stage of arduous,complex and sensitive at this time..Based on the above background,this research aims to explore and construct a model of the competency of judicial administrators in basic courts in the context of judicial system reform,provide a reference for the key links such as recruiting police officers and selecting cadres in basic courts,and maintain the existing achievements of judicial system reform.It is also of great practical significance to improve the modern management level of the political and legal team and effectively improve the overall quality of the grassroots political and legal officers.In addition,scholars at home and abroad have maintained an increasing trend in the number of research topics in the field of competency in the direction of human resources,and the research results on the competency model are also relatively fruitful and have strong application value,but they are aimed at subdivided fields.There are few research results on the competency of judicial administrators in the grassroots courts,which has certain research value.In 2016,the Chengdu Intermediate People’s Court successfully declared and won the bid in the major judicial research subject of the Supreme Law-"The Reform of the Internal Institutions of the People’s Courts".After layered review,the results of the project were excellent.The “major court system for adjudication business + major department system for comprehensive departments” established by the Chengdu Intermediate Court was extended to the city’s grassroots courts.As an important part of the court’s internal institutions,the comprehensive department re-optimized and integrated human resources on the basis of retaining basic functions.Judicial administrators face major challenges.Therefore,the author conducts research on improving the quality of judicial administrative personnel,based on literature research,using exploratory research and other methods,and through a summary analysis of the research results,to explore the application value of the post competency model in the actual work of the grassroots courts.During the research process,the author contacted some of the districts and counties of Chengdu City,as well as the judicial administrators of the basic courts outside the province,as well as general management civil servants,and collected relevant information by means of questionnaires,email exchanges,and on-site interviews.After soliciting the opinions of experts and scholars,the questionnaire was optimized and reposted and sorted out relevant data.Use statistical software to perform factor analysis on the data,and finally construct a job competency model that is more in line with the reality of the judicial administrative personnel of the basic-level people’s court in Chengdu,including 6 dimensions and 32 items,and further explore the model’s role in the basic-level courts of judicial administrative personnel.The role of key links such as recruitment,training,promotion,etc.,with a view to scientifically improving the comprehensive guarantee strength and modern management level of the administrative institutions set up in the grass-roots courts.Finally,aiming at the research conclusions,summarize the innovation points,application prospects and research limitations of the paper. |
