| As an important part of national governance capacity,community-level democratic governance capacity has received widespread attention from all aspects of livelihood.The report of the 20 th National Congress of the Communist Party of China pointed out: "It is necessary to accelerate the modernization of municipal social governance and improve the ability of municipal social governance." While China modernizing base level of governance,the concept of comprehensive administrative law enforcement has a history of 20 years since it was proposed.After more than ten years of experimentation and improvement,it has brought remarkable results to improve the administrative management and urban governance system,but it has also exposed some problems.Such as unclear scope of duties,imperfect legal and regulatory systems,imperfect coordination systems,and unreasonable allocation of law enforcement authority.Since 2018,Beijing has become the first city to explore comprehensive administrative law enforcement reform by "Quick Responds to Community Calls",forming effective law enforcement practices with "sinking" and "empowerment" as innovative points,setting a model for opening up the "last mile" problem of community-level democratic governance.Wuhua District’s comprehensive administrative law enforcement mechanism of "Party building guidance,street calling,and department quickly to responds"(hereinafter referred to as "Quick Responds to Community Calls")originated from Beijing’s law enforcement experience and was later widely promoted in Kunming.Starting from the current situation of comprehensive administrative law enforcement in Wuhua District of Kunming City,this paper analyzes the operation mode,process and case of comprehensive law enforcement in Wuhua District of Kunming City under the background of the current operation of the "Quick Responds to Community Calls" mechanism,mainly uses the theory of holistic governance and empowerment and empowerment,and deeply analyzes the problem collection level,problem solving process,and problem solving process of the comprehensive administrative law enforcement mechanism in Wuhua District during the operation of the "Quick Responds to Community Calls" to work comprehensive administrative law enforcement mechanism in the process of operation.Through analysis,research,and combined with the cases and experiences of relevant reforms in other regions,it is found that Wuhua District can start from multiple perspectives such as problem level,guarantee level,rule by law level,and resource allocation to improve the comprehensive law enforcement system and improve the overall governance level of Wuhua Region.The specific methods are to further strengthen the guidance of party building,establish a problem discovery and filtering mechanism and departmental consensus,improve the law enforcement supervision and assessment mechanism,promote the rule of law in law enforcement procedures,law enforcement subjects,and regularizing power lists,build a professional legal team,and improve the level of information,so as to further promote the efficient operation of the comprehensive administrative law enforcement mechanism of "Quick Responds to Community Calls" in Wuhua District. |
