Difficulties And Improvement Strategies Of Grass-roots Comprehensive Law Enforcement

Urban comprehensive administrative law enforcement is an important part of urban management in the new era.Comprehensive law enforcement can not only break through the obstacles between various departments,but also realize the integration of a variety of law enforcement resources,reduce law enforcement costs and improve law enforcement ability,which can better achieve the effect of law enforcement.The CPC Central Committee and the State Council issued instructions on further deepening the reform of urban management and law enforcement institutions,clarifying the direction of the reform of urban management and law enforcement institutions.The general secretary put forward the general requirement of "embroidering urban governance".At present,the deepening of urban comprehensive administrative law enforcement has attracted great attention of government departments at all levels,which is also an important aspect of urban management in the new era.District D is the first district in Y City to implement the reform of comprehensive administrative law enforcement.The district is trying to effectively realize the exchange of law enforcement information and the sharing of resources through the integration of law enforcement agencies,joint law enforcement of departments,coordinated law enforcement and empowerment,and strengthen the concentration and reconfiguration of resources of law enforcement departments,so as to improve the efficiency of law enforcement.However,compared with the original intention and purpose of the reform of various policies and regulations of comprehensive law enforcement,the existing law enforcement system in D District of Y city still faces many difficulties under the new situation,and many problems need to be solved urgently.Taking the comprehensive administrative law enforcement process of urban management in District D of Y City as the research object,this paper studies the comprehensive administrative law enforcement process of urban management in District D by using the research methods of case analysis,field investigation and interview,combined with the theoretical basis of holistic government theory and street bureaucracy theory.Firstly,it summarizes the origin,process,main reform measures and effects of China’s administrative law enforcement reform.Secondly,it selects some typical cases to analyze the current situation,existing problems and causes of comprehensive administrative law enforcement in D District of Y City.Finally,on the basis of summarizing the full text,it tries to summarize some useful conclusions,in order to have a certain reference value for the improvement of comprehensive administrative law enforcement procedures in other provinces,cities and counties in China.It is found that due to various reasons,there are still some problems in comprehensive administrative law enforcement in District D,such as difficulty in exercising administrative law enforcement rights,many uncertain factors in law enforcement environment,unstable law enforcement efficiency and so on.The main reasons for the above problems are: in the process of reform,the process of comprehensive administrative law enforcement is not smooth,the coordination mechanism of comprehensive administrative law enforcement reform is not perfect,the guarantee of grass-roots comprehensive administrative law enforcement reform is insufficient,and the comprehensive law enforcement lacks an effective monitoring and evaluation mechanism.To sum up,to comprehensively deepen the reform of administrative law enforcement system in D District of Y City,we should improve the legal system and provide legal guarantee;Accelerate legislation,ensure the safety of law enforcement and standardize the mode of law enforcement.Improve the horizontal cooperation mechanism of "management and punishment departments" and implement fine management of law enforcement;Break the "big pot" tradition of law enforcement agencies,give full play to the functions of internal evaluation and supervision,improve the law enforcement system and improve the efficiency of law enforcement;at the same time,we should strengthen the construction of the overall law enforcement force and improve the overall law enforcement ability;continue to promote the existing digital urban management construction mode,build an intelligent law enforcement team,promote the development of comprehensive law enforcement informational,innovate the law enforcement system,establish a new law enforcement grid management mode,strengthen media publicity,improve the positive image of law enforcement,enhance the enthusiasm of the public for participation,and finally implement diversified governance of comprehensive law enforcement and realize benign interaction among all parties.Through the above measures,we can effectively promote the comprehensive administrative law enforcement of the city,the level of law enforcement has been greatly improved and the existing difficulties of comprehensive law enforcement reform have been solved.
