| Grassroots law enforcement has long suffered from a mismatch between management and enforcement functions,a mismatch in the division of powers and responsibilities,and a lack of coordination of enforcement resources.The original grassroots law enforcement model can no longer meet the needs of current practice.At present,administrative law enforcement powers are exercised uniformly by setting up comprehensive administrative law enforcement agencies at the grassroots level,but there are still some practical difficulties that need to be studied in the course of actual implementation.Taking the grassroots law enforcement reform in Hohhot City as an example,this paper uses literature analysis,comparative research and individual interviews to analyze and outline the problems,causes and countermeasures in the current comprehensive grassroots administrative law enforcement reform,with a view to playing a certain reference role in deepening the comprehensive grassroots administrative law enforcement reform.The article first introduces the core concept of integrated grassroots administrative law enforcement and the practice of grassroots law enforcement reform in China.Secondly,the main achievements and practical dilemmas of the grassroots law enforcement reform in Hohhot are analysed.The analysis revealed that the lack of maturity of legal norms related to grassroots law enforcement,the lack of clarity in the division of powers and responsibilities after the reform,the apparent lack of construction of grassroots law enforcement teams,the fear of the reform and the low level of public participation in the reform led to the weak promotion of the reform.In order to solve the above problems,it can be improved by improving the legal norms related to grassroots law enforcement,refining and sorting out the new list of powers and responsibilities,strengthening the construction of grassroots law enforcement teams,speeding up the reform process and enhancing external publicity and education. |
