Research On The Reform Of Urban Management Comprehensive Law Enforcement In Tianjin

As one of the early cities to carry out the pilot project of comprehensive law enforcement of urban management,Tianjin has systematically arranged and deployed the specific work of the comprehensive law enforcement of urban management through constant exploration and close combination with the actual development of its own region for many years.But as the speed of urban construction is getting faster and faster,new problems of urban management have emerged,and the comprehensive law enforcement of urban management has been put forward higher requirements.At the Third Plenary Session of the 18 th CPC Central Committee,it was mentioned that the law enforcement system of urban management should be straightened out,and efforts should be made to improve the law enforcement ability and service level.After that,the national level paid great attention to the comprehensive law enforcement of urban management,and issued a number of policy documents to promote the reform and development of comprehensive law enforcement of urban management.At the same time,a new round of institutional reform in 2018 also points out the direction for the comprehensive law enforcement reform of urban management.Based on the background of China’s comprehensive law enforcement reform of urban management and the new round of institutional reform,Tianjin pays more attention to the integration of institutions and functions in the comprehensive law enforcement reform of urban management and promotes the sinking of the focus of law enforcement.Remarkable achievements have been made in the reform.The comprehensive law enforcement governance mechanism of streets and towns has been established and improved.And great progress has been made in promoting information-based law enforcement and supervision.A long-term working mechanism for comprehensive law enforcement of urban management has also been established.It is undeniable that there are some problems in the reform.In order to improve the comprehensive law enforcement ability of urban management,maintain a good image of the city,promote the healthy operation of the city,improve people’s quality of life and improve the competitiveness of the city,it is of great significance to explore the comprehensive law enforcement reform of urban management in Tianjin and explore the ideas of further improving the comprehensive law enforcement reform of urban management.This paper selects the theory of street bureaucrats and the theory of cooperative governance as the theoretical basis,uses the methods of literature research,comparative research and interview,and closely combines with the specific practice of Tianjin.Firstly,it expounds the background,process,contents and achievements of the comprehensive law enforcement reform of urban management in Tianjin.Then it analyzes the problems in the reform from three dimensions: the use of law enforcement power,the effectiveness of law enforcement and the participation of multiple subjects,and analyzes the reasons from four factors,namely,the organization,the individual,the service object and the external environment,which affect the use of power and the effect of law enforcement of street bureaucrats,as well as the three realization dimensions of multiple subjects participating in urban governance.In addition,two municipalities directly under the central government with high urbanization level,Beijing and Shanghai,were selected to summarize their experience in the comprehensive law enforcement reform of urban management.Finally,from the four aspects of law enforcement organization,law enforcement personnel,public participation and law enforcement environment,this paper puts forward suggestions and countermeasures to promote the comprehensive law enforcement reform of urban management in Tianjin.
