Research On The Standardization Of Village Regulations And Folkconventions In The Governance Of Grass-Roots Society

Laying a solid foundation is the key to governing a country.Grassroots is the end of social management,is the foundation of national management.The effect of social governance at the grass-roots level directly affects the consolidation of the Party’s ruling foundation,the promotion of various economic and social development and the implementation of various specific policies and measures.In order to realize the actual effect of grassroots social governance,autonomy,rule of law and rule of virtue should be relied on and carried by each other to form co-governance.The "autonomy","rule of law" and "rule of virtue" are the basic values of our national governance in different levels of social life.In these three governance models,autonomy focuses on democracy,rule of law focuses on order,and rule of virtue focuses on coordination.Rural grassroots social governance is the basis of promoting the modernization of national governance.However,the integration and development of the "three governance" in rural society is an important form of expression,which is not only a people-centered self-discipline,but also a condensation of rural culture and customs.At present,with the acceleration of marketization and urbanization,there are some new and obvious contradictions and problems in rural grassroots social governance.To some extent,the operation of township rules and regulations will affect the governance effect of autonomy,rule of law and rule of virtue,and then affect the effect of rural grassroots social governance.Based on the above reasons,the author tries to retrospect the development and practice process of the village rules and regulations in our country,compare the practice status of autonomy,rule of law and rule of virtue,analyze the problems and causes in the process of grassroots social governance,and seek targeted improvement suggestions on the construction of village rules and regulations in grassroots social governance through research and demonstration.In order to build a country under the rule of law,we must take the rule of law as the basis,strengthen the protection of farmers’ rights and interests,the standardization of the market,the support of agriculture,the treatment of ecological environment,the settlement of rural disputes,and strengthen the authority of the rule of law.We should improve the level of rule of virtue,dig deeply into rural traditional culture,keep pace with the times,strengthen the ethical function,and create civilized rural customs.To deepen the practice of self-government,village-oriented,people-oriented,strengthening rural self-government at the grass-roots level,building a vibrant rural grass-roots democratic system.Through the reasonable construction of village rules and regulations,we can make full use of social resources,stimulate the vitality of grass-roots social forces to participate in management,so that people can effectively express and reach consensus in the process of participation,thus forming a good cycle of orderly and effective participation in management.The rural grass-roots social governance in the new era provides us with a new research perspective,which will help us to better play the function of rural regulation and civil agreement.
