The "three governance integration" rural governance system is the rural autonomy,rule of law and rule of virtue in the structure and function of mutual integration,organic coordination of rural governance system.As an important part of grassroots practice field,"three governance and integration" has become an important governance strategy of national authority identification.The "No.1 Central Document" issued by the CPC Central Committee for five consecutive years from2017 to 2021 all mentioned improving the rural governance system of autonomy,rule of law and rule of virtue,providing a policy framework and implementation environment for promotion.The report on the Party’s 20 th National Congress also proposed the establishment of a grass-roots governance system that combines autonomy,rule of law and rule of virtue under the unified leadership of Party organizations."Three governance and integration" has become the foundation of promoting modern national governance and is of fundamental and strategic significance to the overall construction of China’s modern socialist country.In the actual diffusion and promotion process,some rural societies mechanically divided the governance carrier of "three governance integration" into autonomy,rule of law and rule of virtue,copying other local governance carriers;Or they just regard autonomy,rule of law and rule of virtue as political slogans and blindly divide all grassroots governance projects into different governance modes.Scholars at home and abroad have some enlightening significance on the relevant research of "three-governance integration" rural governance system in contemporary China,but the theoretical explanation and refining are still insufficient.There is a lack of unified theoretical framework for the interpretation of different levels,and the governance principles followed behind different governance models,as well as the governance structure and path of the "three governance integration" rural governance system need to be clarified and studied.First of all,by sorting out the research results of the "three governance integration" rural governance system in domestic and foreign literature,this thesis analyzes the mainstream leading subjects of academic research.On the basis of the existing research results,it finds the space for research and summarizes the domestic and foreign research,and finds the unique role of rural grass-roots party organizations in the "three governance integration" rural governance system.Secondly,from the Angle of "why need to promote" explore the rural grass-roots party organizations to promote the "three governance integration" rural governance system theoretical basis and practical basis;It is found that the essential characteristics and requirements of the rural governance system of "three governance integration" in the new era are the condensation of public spirit(autonomy),the strengthening of public rules(rule of law),and the cultivation of public value(rule of virtue).From the point of view of "whether it can be promoted or not",this thesis constructs the correlation analysis framework with the public governance theory as the bridge from the four dimensions of political guidance,rule guidance,thought guidance and organizational guidance of the grass-roots party organizations.Thirdly,combined with field research,the practice and effect of practice samples are interpreted,and on this basis,the inner tension affecting rural grass-roots Party organizations to effectively promote the "three governance integration" rural governance system is reflected,mainly including: The incomplete discourse system of farmers calls for the public spirit,the disintegration and fragmentation of the action system,the search for public rules,the decline and loss of the governance carrier,the call for public value,the lack of coordination and promotion of centripetal force and the desire for public participation.Finally,on the basis of the constructed logic system of "politics,rule of law,culture and society",the thesis puts forward the path of promoting the "three governance integration" rural governance system of rural grass-roots party organizations in the new era: leading by party construction,motivating the rural autonomy subject consciousness with the public spirit;Empower and enhance the ability to penetrate the boundary of rural rule of law with public rules;Integration of political parties,integration of rural moral governance by public value;Public participation to shape rural governance system through cooperative governance.
