Problems And Countermeasures In The Construction Of "Three Integrated Rules Of Governance" Model Of Rural Governance

Since the beginning of the reform,with the acceleration of urbanization and the advancement of social reform,the social structure,lifestyle and production conditions in rural areas have changed a lot compared with before.With the increasing tension between the rural population's desire for a better and better life and the unbalanced development of the current rural areas,the current rural governance system needs to be based on practical experience for practical innovation.The model of rural governance put forward by the 19 th National Congress of the people's Republic of China is a combination of autonomy,rule of law and rule of virtue,which provides guidance for the construction of rural governance system in the new era.At the same time,the effectiveness of rural governance affects the interests of villagers,whether China can realize the modernization of the national governance system,whether it can successfully build a well-off society in an all-round way,and whether it can improve the national governance capacity.From the macro level,rural governance affects the social governance structure and current situation of a village in a region,and even the governance ability and governance system at the national level;from the micro perspective,the main body of rural governance benefits is that the grass-roots people are the permanent residents in the current area,serving the people and solving the most needed needs of the people,which has always been the service of our government Business purpose.So no matter from which direction,which level and which dimension to analyze and explore,"three governance in one" rural governance model is not to build.Based on this,this paper first combs the theoretical status of rural governance in China,finds the relevant literature and theoretical basis at home and abroad,and then takes Qiyang County,Yongzhou City,Hunan Province as a practical case,and uses a variety of methods such as questionnaire,interview to understand the actual situation of local rural Governance in practice.Through the combination of theory and practice,the author analyzes the reasons such as the lack of autonomy of the main body of rural governance,the incomplete protection of the rule of law,the lack of power of the rural culture,and so on.The author believes that the existence of these practical and specific problems has a causal relationship with the factors such as the lack of democratic supervision of villages,the weak construction of the rule of law system,and the formation of the new era of rural civilization.Therefore,from the perspective of experience,the idea of putting forward problems,clarifying problems,analyzing causes and absorbing lessons arises spontaneously.Based on the core leading role of the party,strengthening autonomy and providing effective space for the autonomy of rural members,improving the rule of law and ensuring the autonomy system of rural governance,focusing on the rule of virtue to create a good environment for rural governance,organic cooperation and unity of autonomy,rule of law and rule of virtue,etc.,this paper discusses the "three in one" rural governance The best way to improve the governance model.Hope to promote the formation of rural governance system and promote the early realization of Rural Revitalization.
