Research On The Government Behavior Of Making Use Of Idle Rural Houses In The New Period

With the advancement of urbanization and economic development,more and more rural population transferred to the city,rural brain drain,a large number of rural housing idle.The idle rural housing is the idle homestead,which is the waste of land resources.As the most valuable rural resources,how to revitalize the idle rural housing is of great significance to rural revitalization.In recent years,rural development has entered a new period.The central government has put forward the new goal of rural revitalization,the new requirements of urban-rural integration,and the new policy of the separation of three rights of homestead.In the report of the 19 th National Congress of the Communist Party of China,Rural Revitalization and new rural construction were raised to the national strategy.The Central Committee put forward that the development focus of urban-rural integration is to realize the free flow and reasonable allocation of production factors between urban and rural areas.At the same time,it clearly proposed to explore the "separation of three rights" of homestead,implement the collective ownership of homestead,and protect the farmers’ qualification rights and farmers’ housing property rights,We should moderately liberalize the right to use homestead and farmers’ houses.In the face of new goals,new requirements and new policies,all localities have carried out pilot exploration on the revitalization and utilization of idle rural houses.After a period of development and utilization,many problems have been found.In this paper,from the perspective of government behavior,through the study of the case of the utilization of idle rural housing in K District,the existing problems in the utilization of idle rural housing are analyzed,and combined with the effect and Enlightenment of the utilization of idle rural housing in various regions,the Optimization Countermeasures of government behavior in the utilization of idle rural housing are put forward.Firstly,based on the study of new rural development in foreign countries and the practice of revitalizing idle rural houses in China,this paper defines the concepts of idle rural houses and government behavior.Secondly,combined with the present situation of rural housing in K District,the causes and harm of rural housing idle are analyzed by using market failure theory,Xi Jinping’s "two mountains" theory,Pareto’s optimal theory and new public service theory.The problems of government behavior in the utilization of idle farm houses in K District are analyzed,and the government behavior in idle rural housing practice in Luyang,Shexian and Wuhan is learned.Finally,it puts forward the optimization path from further deepening the reform of homestead system,establishing idle rural housing database with digital empowerment,improving the circulation platform of idle rural housing,rectifying the concept of political achievements,guiding the diversified development of idle rural housing activation types,and attracting all kinds of talents to participate in the construction in the countryside.
