Research On The Utilization Of Rural Idle Land Under The Background Of "Hollow Village" Governance

With the rapid development of the urbanization,rural areas especially the backward rural "hollow village" problem becomes more and more serious.Carrying out "hollow village" governance is the main means for provinces and municipalities to solve the problem of rural governance at present,aiming at building a new countryside with prosperous industry,livable ecology,civilized village style,effective governance and rich life.Solving the problem of idle land utilization in rural areas is one of the effective ways to control "hollow village".By revitalizing rural cultivated land resources,creating a new rural economic system,thriving rural economic market,rationally using idle land to improve village appearance and living environment,and promoting the quality and efficiency of "hollow village" governance.This paper focuses on the study of rural idle land utilization under the background of "hollow village" governance,from the two dimensions of idle house land and idle farming.It aims to fully tap the potential of idle land in rural areas,activate the economic value of idle land in rural areas,and effectively improve the governance level of "hollow villages".First of all,it puts forward the harm of rural idle land and summarizes the current situation of idle land utilization.In this paper,the use of idle land in the countryside under the background of "hollow village" governance in Guyuan County,Zhangjiakou City is selected as a case study,and its current situation and causes are deeply studied.According to the current situation,the causes are deeply analyzed,and the opportunities and challenges of idle land utilization are analyzed.Combined with experience from successful practices in other parts of the country.The countermeasures to improve the utilization of idle land are put forward from the aspects of perfecting the policies related to homestead,improving the utilization rate of homestead,strengthening government guidance and publicity,and the countermeasures to perfect the utilization of idle land are put forward from the aspects of perfecting the restriction and management system of cultivated land,improving the economic benefits of cultivated land,and extending the agricultural industrial chainRural land resources will be centralized and reinvigorated,and difficulties in managing "hollow villages" will be solved,so as to provide a model for the governance of "hollow villages",form a typical experience in centralized governance,and promote the implementation of the rural revitalization strategy.
