Study On The Causes And Paths Of Rural Homestead Idleness In Mountain Towns

Rural residential land is the main material carrier of farmers’ production and life.Promoting the revitalized utilization of rural idle residential land is of great practical significance to activate rural idle land resources,broaden farmers’ income channels,increase farmers’ property income and guarantee the land demand for rural industry development.Now the momentum of rapid economic development,the increasingly rapid pace of urbanization,the increasing demand of farmers to yearn for a better life,the agricultural population outflow is serious,waste phenomenon of house-site in the countryside,rural areas "more than a family house","excessive land area" phenomenon is outstanding,is not conducive to realize the economical and intensive use of land resources and safeguard the legitimate rights and interests of farmers’ land.How to effectively promote the utilization of rural idle residential land has become a difficult problem that needs to be solved at present.Hole in this context,this study selected tea town as the study area,on the basis of literature review,on land property rights theory,theory of intensive utilization of land,land sustainable development theory and the theory of optimal allocation of land,first through field visiting research and using the mathematical statistics analysis,a comprehensive understanding of tea town hole idle status,types and spatial distribution characteristics of house-site in the countryside,Secondly analyze the house-site in the countryside,a home more curtilage,in building super cut the main problems of slope to build and to clarify the causes,by analyzing the current mountainous activation of idle land use mode of experience,from mountains,tea hole town idle homestead revitalize path is put forward,designed to solve the problem of rural idle homestead management,land security for rural revitalization.The main conclusions are as follows:(1)The vacant rural homestead in Chadong Town is serious,and the asset function of homestead is not fully displayed.According to the field survey,the number of idle rural homestead in Chadong Town is 207.The utilization efficiency of rural homestead is generally low,and the idle area of rural homestead is large.The proportion of idle homestead in plain village committee is higher than that in mountain village committee.There is obvious regional heterogeneity in the main types of idleness,which can be divided into complete idleness,inefficient utilization and seasonal idleness.The vacant proportion of residential land in Chadong town shows a spatial differentiation characteristic of "low in the west and high in the east".Among them,the idle proportion in Chadong Village is the highest,while the idle proportion in Renyi Village,Baohe Village and Sanhe Village is low.The vacant characteristics of residential land space in mountain towns are closely related to the location of regional topography and geomorphology.(2)The problems of idle homestead in Chadong town are diverse,and the causes of idle homestead are composed of urbanization,traditional culture,legal awareness,supervision and natural conditions.The rural population transfer promoted by urbanization is the fundamental reason for the idling of homestead,the traditional concept of building houses and the concept of homestead property rights are the main reasons for the idling of homestead,the internal root of the idling of homestead caused by the weak legal awareness of mountain farmers,and the lag of planning and management is the key factor of idling of rural homestead.The lack of supervision and management of homestead is the subjective factor causing the idleness of homestead,and the natural condition constraint is the external factor inducing the idleness of homestead.(3)Based on the practical experience of some pilot areas of idle homestead utilization in China,the path of idle homestead utilization in Chadong Town is proposed from four perspectives.First,we will improve the registration system for the use of residential land and accelerate the comprehensive renovation of idle residential land in mountainous areas,so that dormant resources will not be wasted and land use efficiency will be directly improved.Second,we should strengthen the planning and management of villages,and provide a guarantee for the rural economy and the inheritance of history and culture by building national-level traditional villages,so as to fully revitalize land resources.The third is to focus on the characteristic resources and advantageous industries in the mountainous area of Chidong town to promote the effective use of idle homestead by farmers with economic development.The fourth is to establish and improve the homestead transfer system in an all-round way,explore various ways of homestead transfer,and explore diversified exit methods under the trinity of common discussion mode.
