A Study On The Utilization Of Idle Homestead And Idle Rural Houses In Y Village Of Zigong City

Rural house bases and farm houses are the basic materials for farmers’ production and life,and also an important element for rural revitalization.In recent years,with the rapid growth of China’s urbanization rate and the number of agricultural transfer population rising year by year,the problem of wasting land and property resources due to idle rural house bases and farm houses has become increasingly prominent.According to statistics,the idle rate of rural house bases nationwide reached 18.1% in2019,and the vacancy rate of farm houses in some areas exceeded 35%.The Ministry of Agriculture and Rural Affairs issued a document in 2019 requiring agricultural and rural departments at all levels to actively and steadily promote the revitalization and utilization of idle rural residential bases and idle farm houses on the basis of the lawful rights and interests of farmers’ residential bases and the strict regulation of residential base management,in order to increase farmers’ property income,promote rural revitalization and facilitate the integrated development of urban and rural areas.The thesis takes the new public service theory,land property rights theory and Mc Laughlin interaction model theory as the theoretical basis and combines my work with the questionnaire survey and in-depth interviews with the staffs and households in Y village of Zigong city who are engaged in the revitalization and utilization of unused house bases and unused farm houses to obtain first-hand research data.At the same time,the research methods of literature analysis,questionnaire survey,interview method and comparative research method were used to conduct systematic and in-depth research on the path of revitalization and utilization,and the problems in the process of revitalization and utilization of idle house bases and idle farm houses in Y village were summarized,mainly manifested in the difficulties in the development of idle farm houses,the lack of active market for the transfer of idle house bases and idle farm houses,the difficulties in the realization of paid withdrawal of rural house bases and the sale of farm houses,the single form of revitalization and utilization,and the difficulties in the realization of the sale of rural house bases and farm houses,The reasons for this are imperfect policies and systems,lack of information media,and insufficient atmosphere for the utilization of rural house bases.Based on the excellent experience of other regions in China and combined with the actual situation of Y village,we put forward the countermeasures and suggestions for the revitalization and utilization of idle house bases and idle farm houses in Y village,mainly including: Firstly,we should build a perfect policy system for revitalization and utilization,focusing on strengthening the establishment of risk prevention and control mechanisms for the transfer of rural house bases and farm houses,village planning and paid withdrawal of house bases,so as to provide effective policy support for revitalization and utilization;secondly,we should deeply Promote the construction of the form and content of the inventory and utilization,fully stimulate the enthusiasm of the main body of the inventory and utilization;Third,to strengthen the construction of information media,build village-level property management services and idle information release platform;Fourth,to strengthen the inventory and utilization of the atmosphere to create,increase policy publicity and team building work.
