Research On The Construction Of New Rural Community In D Street Of Northern Jiangsu Province

With the development of China’s economy and society,"three rural issues" have become increasingly prominent.In order to solve this problem,The 19 th Communist Party of China National Congress proposed the strategy of rural vitalization.The construction of new rural community is related to the problems of agriculture,rural areas and farmers in the new era.It is the highlight of the current rural work and the direct channel of the strategy of rural vitalization.Under the background of Rural Revitalization Strategy,the economy of D street in northern Jiangsu is developing rapidly,and the income level of rural residents is greatly improved.Relying on the excellent natural conditions,rich cultural heritage and good industrial foundation,respecting the wishes of farmers,innovating the management mode of homestead,strengthening the intensive use of land,actively guiding farmers to live in a centralized way,continuously improving the allocation of rural infrastructure,and improving the efficiency of public housing A total of 7 new rural communities have been built,forming four new rural communities: central village,reserved village,overall relocation and Development Zone driven.Based on the summary of relevant research at home and abroad,this paper takes D street as the research object,using the methods of literature research,questionnaire and interview to understand the background,current situation,problems and causes of the new rural community construction in D street,and explores the countermeasures of the new rural community construction from the goal and connotation of Rural Revitalization Strategy:(1)Combining the case of D Street,it is found that there are the following problems in the construction of new rural community in D Street: resource waste in infrastructure construction;unscientific planning and design of new rural community;large gap between the effect of environmental improvement policy and the expected effect;less funding channels for new rural community construction;low professional level of new rural community managers;democratic Association The commercial mechanism is not effective.(2)In view of the problems existing in D street,this paper analyzes the causes of the problems from the perspectives of planning supervision,policy scientificity,fund sources,professional talents and residents’ subjective consciousness,and puts forward some countermeasures and suggestions for strengthening the construction of new rural communities: first,strengthening the consciousness of management before and after the event to ensure the effectiveness of the project construction;second,encouraging and constraining parallel,broadening the path of comprehensive management of human settlements,The third is to tap the endogenous power of the new rural community,strengthen community governance and service;the fourth is to straighten out the community management relationship,and promote the stable landing of democratic consultation mechanism.
