Research On The Improvement Of Social Governance Ability Of Grass Roots Grid

With the rapid development of social economy,the cooperation among economies iscloser and the flow of urban population is more frequent.Great changes have taken place in the structure of social and the pattern ofinterest,and the model oftraditional social managementhas been unable to meet the current demand.With the convening ofthe Third Plenary Session of the 18 th CPC Central Committee and the 19 th CPC National Congress,the concept of social governance and the goal of building a pattern of coconstruction,CO governance and shared social governance have been put forward,which in order to face up to the new challenges and explore new models of solving the social problems.Sincethen,many cities began to explore the grass-root grids.At the beginning of 2020,a novel Coronavirus spread around the world,which threatens the lives and safety of the people seriously,and it’s a great challenge to China’s social governance system and capabilities.In order to deal with the epidemic effectively,the grass-roots have responded to the call of the Party Central Committee and the government,and adopted the method of combining grid with epidemic prevention to build a solid defense for the people.This paper takes the practice of COVID-19 prevention and control in Z Sub-district as the research object,and expounds the development process,working mechanism and epidemic prevention of grid social governance in Z Sub-district.Secondly,by using research methods like literature research,case analysis and field survey.This paper analyzes the capability of grid governance in Z street during epidemic period,and explore the problems and reason by using the theories of seamless government,refined management and collaborative governance,and puts forward corresponding improvement measures.Z Sub-district has made up for the shortage brought by Z Sub-district’s adjustment from towns to Sub-districtthrough grid re division,recruitment of full-time grid members,formation of "A grid leader and six members" grid team,refinement of grid responsibilities,formulation of assessment scheme,combing of population information in the jurisdiction,enrichment of grid big data platform and so on since 2018,and it’s also eased the pains in the transition from "acquaintance society" to "semi acquaintance society" and the transitionfrom "semi acquaintance society" to "stranger society".At the same time,the grid social governance in Z Sub-districtalso plays an important role in the prevention and control of the COVID-19 such as fine prevention and control,digital linkage,ensuring people’s livelihood,promoting social participation and so on,which has provided assistance for the effective control of the COVID-19 and the orderly resumption of work and production.Combined with the capability evaluation of grid social governance during the period of epidemic prevention and control,we analyze the capability of grid governance in Z street through interview and access relevant information,and found that it has many defects.The reasons of problem just like the grid mechanism is not perfect,grid governance resources are scarce,the human resources of the grid are insufficient,residents’ ability of self-governance needs to be improved.At last this paper put forward the countermeasures to improve the grid governance ability in Z Sub-district from four aspects: improve the mechanism of grid governance,enrich the resource of grid governance,enhance the power of grid governance and construct the multi governance.
