Governance Of Covid-19’s Prevention And Control Research On Digital Cooperative

In this COVID-19 prevention and control,the Internet,big data,cloud computing,mobile communications,AI technology and other digital technologies have played an important role.Driven by digital technology,collaborative governance in the digital age has injected new kinetic energy into the general sense of collaborative governance.Especially in this COVID-19 prevention and control,it has shown different governance logic.The extraction and extraction of such governance logic is the key to enhance COVID-19’s ability to prevent and control.Compared with the pattern of the government’s single governance body in the past,in the COVID-19 prevention and control,the introduction of Zhejiang health code has quickly integrated the government,social organizations,enterprises and citizens,and formed a new pattern of multi-agent collaborative digital governance,which has achieved good results.In the existing literature theory and the research of scholars at home and abroad,we also notice the important value of digital technology in collaborative governance.Multiple subjects realize effective interaction and efficient collaboration,and release huge governance efficiency.Through the case study of Zhejiang health code,it is found that COVID-19’s prevention and control is actually a governance logic that can be defined as digital collaboration.The governance logic generated by the combination of digital governance and collaborative governance is of higher theoretical value.In this paper,a case study and interview method are used to make a detailed review of the process of improving Zhejiang health code from emergency response to diffusion in COVID-19’s prevention and control.Through in-depth analysis and theoretical discussion,I find that the implementation of Zhejiang health code in COVID-19 prevention and control still has shortcomings,and there is difficulty in information sharing among governments at all levels,and there is a difference between policy making and interoperability.There is still room for improvement in digital collaborative governance between government and enterprises.On the basis of in-depth interviews with relevant subjects,integrating relevant data and conducting comprehensive analysis of the interview information,it is found that the reasons for COVID-19’s digital collaborative governance are four imperfect rights,such as incomplete digital information rights,unclear responsibilities of digital collaborative governance,insufficient experience of digital collaborative governance,and incomplete Digital Collaborative governance techniques.It’s related to different levels.In this paper,how to promote the prevention and control of Digital Collaborative Governance in COVID-19,and put forward the corresponding solutions,I find that it is logical and realistic to establish and improve the digital information rights system among multiple subjects,the digital collaborative governance power and responsibility system,enhance the coordination ability of digital collaborative governance among multiple subjects,and improve the digital collaborative governance technology to improve COVID-19’s prevention and control.We need to find a better way.To sum up,digital collaborative governance can provide a critical exploration path for COVID-19’s prevention and control at present or in the future.In particular,the current wave of digital wave is coming,and the development of related technologies will obviously affect COVID-19’s prevention and control.Therefore,COVID-19’s digital collaborative governance has a long-term significance.However,it is undeniable that the current research on digital cooperative governance of COVID-19’s prevention and control in China is still at the initial stage,and there is still a long way to go from the real mode and standardization.The relevant governance system,governance mode and governance standard need further improvement.
