Research On The Governance Capacity Of Jiangsu Prison Under The Background Of COVID-19

Under the background of the COVID-19 pandemic,the country’s governance capacity and system have been greatly impacted,and many aspects have undergone major changes.As a part of the national governance system,all aspects of prison governance capacity have been profoundly affected by COVID-19.At the beginning of the epidemic,the cluster of outbreaks in five prisons in three provinces gave us a wake-up call,and the improvement of prison governance capacity is imminent.As a special state organ,prison is the executor of national penalty and an important link of social security and stability.It has the characteristics of closure,personnel gathering and confidentiality.The Novel coronavirus has the characteristics of strong transmission and high pathogenicity in confined Spaces,which makes the prevention and control of the epidemic in prisons always the difficulty and focus of epidemic control.It has always been the consensus of academic and political circles that epidemic control in prisons is difficult and risky.In the past two years and more,prisons across the country have been exploring and improving various plans in response to COVID-19,and their governance capacity has also been improved.Based on the governance theory as the analysis tool,from prison outbreaks in early 2020 as the breakthrough point,analyzes the governance status quo of Jiangsu prison after the outbreak of an epidemic,through the analysis of Jiangsu prison during the period of rapid development at the beginning of the outbreak and epidemic,Jiangsu local during the outbreak and epidemic prevention and control into the normal changes during the four stages of various control measures,As well as the results obtained and the impact,to objectively evaluate the ability of Jiangsu prisons in the prevention and control of the epidemic.Further find out during the outbreak of the new champions league,the prison system has exposed the contingency mechanism is imperfect,public opinion propaganda level is not high in passive situation,the inadequate long-term overload at the grass-roots level,the criminal regulation transformation refinement level is not high,the logistics system,it is necessary to reform the outside prison to the linkage mechanism is not active in the governance capability of the existing shortcomings.This thesis not only sorted out the problems existing in the treatment of the COVID-19 in Jiangsu prisons,but also analyzed the reasons for these problems one by one.The common reason is that the prison’s governance capacity is not refined enough,and it cannot carry out scientific and precise prevention and control in the face of the epidemic.In view of these shortcomings in governance capacity,combined with the valuable governance experience accumulated by Jiangsu prisons during the epidemic period and the latest situation of the development of COVID-19,this thesis proposes a5+1 model to improve the governance capacity of Jiangsu prisons under the background of COVID-19.The model contains the basic aspects of Jiangsu prison management under the new crown outbreak,with particular emphasis on under the background of the outbreak a few governance ability construction,namely the emergency ability construction,public opinion propaganda ability construction,team management ability construction,the criminal management ability construction,logistics capability construction and external cooperation ability.The six governance capabilities should be considered in the context of the COVID-19 pandemic,and the construction of the six capabilities should be promoted in a coordinated way to better deal with the impact of COVID-19.It is hoped that the exploration of this thesis can provide a reasonable reference for the research of subsequent scholars and provide beneficial help for the epidemic control practice in Jiangsu prisons.
