Study On Governance Of Y Community In Xi’an From The Perspective Of COVID-19 Prevention And Control

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China put forward the requirements for building a community of social governance.As the basic unit of modern society,the improvement of the community’s governance capacity and efficiency plays a fundamental role in promoting and realizing the modernization of my country’s governance capacity and governance system.At the end of 2021,Xi’an,Shaanxi Province suddenly broke out the largest localized epidemic in China since the epidemic of Covid-19 in Wuhan.The whole round of the epidemic lasted for more than a month and gradually Moved to the normalized prevention and control stage.After experiencing the challenges brought about by the first outbreak of the new crown pneumonia epidemic in 2020,the grassroots community governance capacity was once again caught off guard and was strictly reviewed.As the front line of epidemic prevention and control,the experience and practices shown by the community are certainly worth summarizing and learning from,but the problems reflected should also be paid attention and vigilance.This article takes the current round of COVID-19 epidemic prevention and control in Xi’an as an observational perspective,and selects the Y community in Xi’an as a case to conduct a practical research on epidemic prevention and control in urban grassroots communities.This research is mainly based on the Community governance theory,4R Crisis Management Theory and the theory of social capital,and uses the case study method,questionnaire survey method and interview method as the main research methods.Analyzed and conducted one-on-one in-depth interviews with 5 community-affiliated sub-district office staff,5community staff,7 property management personnel,5 community party member volunteers,and 8 community residents.The round of epidemic prevention and control work has been sorted out.On this basis,according to the various requirements and standards put forward by the national,provincial and municipal governments for urban and rural community governance,it is found that there are still some limitations and deficiencies in the Y community in terms of resource allocation,residents’ awareness and informatization level..The reasons lie in the lack of an effective early warning mechanism for risk prevention and control of major public health events,the lack of a mature multi-party linkage working mechanism within the community,and the lack of comprehensive management capabilities and levels of managers.Based on this,this paper puts forward suggestions such as establishing and improving the leading mechanism of party building,improving the early warning mechanism,establishing and improving the resource integration mechanism,strengthening information coordination,and improving the emergency self-governance ability of the grassroots people through multiple methods,in order to provide assistance for the improvement of the governance efficiency of grassroots communities in other cities in China.
