Research On The Optimization Of Cross-Departmental Collaborative Governance For The COVID-19 Prevention And Control At Shenzhen Airport

The COVID-19 which began at the end of 2019,is a major global public health emergency that has had a great impact in recent years.As the epidemic spreads around the world,China officially started to prevent imported cases in early 2020.The international airport is an important channel for entry transit and the front line of epidemic prevention for inbound personnel.It is necessary to build a comprehensive line of defense against imported cases from abroad.However,there are many processes involved in entry epidemic prevention,and multiple subjects are prone to cause "structural tension" in governance due to improper handling of relations,which then leads to coordination and neutral sliding.Hence the optimization on the entire collaborative governance process has become an urgent issue.This paper first introduces SFIC model based on the theory of collaborative governance and holistic governance which constructs a theoretical analysis framework of collaborative governance process based on SFIC model,namely the five-dimensional analysis framework of collaborative starting condition,collaborative process,catalytic leadership,collaborative system and collaborative guarantee.Secondly,the interview method and questionnaire survey method were used to collect data,combined with the data analysis results,and found the problems and causes of airport epidemic prevention and control from the starting conditions,collaborative process,catalytic leadership,collaborative institution,and collaborative guarantee of the whole process.Finally,this paper provides some specific suggestions for improvement: build government leading,multiple participation of collaborative governance architecture,optimize the configuration of responsibilities,promote department linkage,innovation system specification,guarantee participation power,perfect the system rules,ensure smooth operation,strengthen the application of information technology,stimulate mutual gravity,improve the performance evaluation system,build an open supervision system by public opinion.At present,the prevention and control of COVID-19 has come to an end,but the review of coordinated governance experience in epidemic prevention and control can provide a reference for the response to similar incidents in the future.This paper hopes to provide reference for the optimization of the collaborative governance mechanism of public health emergencies in China and improve the level of collaborative governance of public health emergencies in China.
